Because, as already said, the Republicans have too much power in congress and the courts. The latter is partly a rigged game, because the Supreme Court would have a moderate/liberal majority of got the appointment of Merrick Garland, which was stolen from him. And the Republicans in power are afraid him and the right-wing base. If congressional leaders wanted, they could have overruled him in several instances. McTurtle will go down in history as one of the worst leaders, because of his unwillingness to stand up to this bully.

The only way out of this is a permanent defeat in elections by the far-right (and success of more moderate Republicans). As long as this strategy works, the Republicans have zero reason to change.
