Just picturing a 3rd party candidate getting 19% of the vote now seems almost impossible. How did he do so well in 1992?

It was a much different world in 1992. A whole lot of Americans soured on Bush due to the economy but were still uncomfortable with a (perceived) pot-smoking draft dodger with a penchant for sex scandals.

Perot also touched the same nerve with Americans that Trump would touch in 2016 - that the system is broken and the swamp needed to be drained. Washington had been gridlocked for 12 years and there was definitely a "both sides suck" mentality that came to a head.
