Might I suggest a better way of doing this. Make the number of slots always dependent on the number of gov/opposition members. In the last council the government had a 5-2 majority, so the government had too few slots for the number of members while the oppositions slots were always empty. So here is my suggested alternative:

Quote
Amendment to the Standing Orders

Section 2.B. shall be amended as follows

B. The number of threads about legislation that may be opened simultaneously shall be determined as follows: using the following formula. The number of Government slots shall be twice the number of Councillors being members of the government, with an additional two slots. The number of Opposition slots shall be twice the number of Councillors being members of the opposition.

i. In Councils with 5 Councillors or less; there may be up to 7 threads about legislation. 5 threads shall be reserved for legislation introduced or sponsored by members of the government and 2 threads shall be reserved for legislation introduced or sponsored by members of the opposition.

ii. In Councils with 6 or 7 Councillors; there may be up to 9 threads about legislation. 6 threads shall be reserved for legislation introduced or sponsored by members of the government and 3 threads shall be reserved for legislation introduced or sponsored by members of the opposition.

iii. In Councils with 8 or more Councillors; there may be up to 11 threads about legislation. 7 threads shall be reserved for legislation introduced or sponsored by members of the government and 4 threads shall be reserved for legislation introduced or sponsored by members of the opposition.

So the number of slots for gov/oppo is double the number of members of the gov/oppo, with 2 extra slots granted to the government. This allows for a more balanced legislative queue if the government has a larger majority.

The 24 hour waiting period has passed and the amendment is adopted.

As there hasn't been any discussion on this between the introduction of the last amendment and now, I move for a final vote. The objection period will last for 24 hours.

And the objection period has elapsed. Therefore, councilmembers will have 48 hours for a final vote on this bill (AYE, NAY, or ABSTAIN).
