  3. Atlasia should not have a national anthem that is sung to the tune of the national anthem belonging to a country we fought for independence from.

(b) DESIGNATION

The composition consisting of the words and music known as Atlasia the Beautiful shall be considered the national anthem of the Republic of Atlasia.

Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled,

SECTION I: RESOLVING TERRITORIAL DISPUTES

1. a) The claims to Machias Seal Island and North Rock are hereby retracted.
b) The sovereignty of Canada over these islands is hereby recognized.
2. a) The claims to Bajo Nuevo Bank and Serranilla Bank are hereby retracted.
b) The sovereignty of Colombia over these islands is hereby recognized.

SECTION II: CEDING MINOR OUTLYING ISLANDS TO LARGER JURISDICTIONS

1. The territories of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Atoll, Palmyra Atoll, and Wake Island shall be ceded to the State of Hawaii.
2. The territory of Navassa Island shall be ceded to the State of Puerto Rico.

SECTION III: PREVENTING FUTURE CLAIMS

1. The Guano Islands Act of 1856 is hereby repealed.

Mr. President, the Co-determination Act of 2019 has been passed by Congress.

Co-determination Act of 2019

HOUSE BILL

To provide a platform for corporate changes

Section 1: Co-determination
 
1. All public companies, private limited liability companies, and private-public partnerships with over 1,000 employees represented by a labor union will be invited to establish a two-tiered system through a national pilot program to determine the effectiveness of increased workforce participation in the management of these entities.
 
2. Those companies who agree to take part in the terms of section 1, will be required to institute an advisory panel made of 40% workforce, 40% existing management and 20% local community representatives. The Board must consist of at least 15 people. All decisions made by the managing Board of the entity must be supported by two-third's majority of the advisory panel. Note that for quorum to exist at least 50% of each group needs to be present to enable votes to proceed.
 
3. The Advisory Panel is entitled to be informed and give advice on Management changes or changes in Board composition. However, the Advisory Panel can only remove Management Board members with a super-majority vote of 75% or higher. Approval of new Board members can be  done through the traditional two-thirds vote. Those entities, whose management Board goes against the decision of the Panel will be liable for an organisational tax penalty of $40,000 per event.
 
4. An ombudsman will be created within the Department of Internal Affairs to make determinations in the event of disagreement between Management and Advisory panels. These decisions will be legally binding on the organisation and all panel members.
 
5. The Advisory Panel will be able to create sub-committees to deal with specific issues arising out of the work of the main panel. These can be created at the discretion of the Panel, but cannot be constituted with one of the original three groupings having greater than 50% of representatives. They will report findings to the main Panel, but will possess no additional voting rights or powers.
 
6. The Advisory Panels will have a life of 24 months from the moment of inception and will provide a report to the Department of Internal Affairs for consideration of further action from the Senate at the conclusion. The reports will be focused on the economic and productivity performance of the business, as well as surveys of workforce satisfaction. Until the Senate has considered the reports and the effectiveness of the program, the Panels can be continued at the discretion of the entity.
 
Section 2: Implementation
 
This legislation shall go into effect 1 January 2020.

WHEREAS, Benson is an incredible dog, a great companion and my best friend.

WHEREAS, Benson has done a fantastic job as First Dog of Atlasia, and during the last four months, his presence in the game has brought joy to many.

WHEREAS, President Tmthforu94 loves dogs and loves all of the dogs of Atlasia, and thanks those who have shared their dogs with the  game as well.

WHEREAS, July 18th, 2016, is Benson's birthday.

BE IT RESOLVED, that as President of Atlasia, I hereby designate July 18th of each year as National Benson Day.

BE IT RESOLVED, this shall not be classified a federal holiday and shall not be included as a paid day off for federal employees and contractors.

Issues Order of the Stars

North Carolina Yankee is awarded a Gold Star for his continuous commitment to serving Atlasia and keeping the legislative branch of the federal government running.

Peebs is awarded a Gold Star for her continuous commitment to serving Atlasia as Registrar General and SoFE, as well as her work in the Southern Region.

Poirot is awarded a Gold Star, despite not having electoral success, he continues to stay actively engaged in the game and provides constructive feedback to legislation in his region and at the federal level.

Young Texan is awarded a Gold Star for working very hard as Southern Governor, working across party lines to increase activity in the legislature and improving the quality of live for Southerners.

LouisvilleThunder is awarded a Silver Star for his dedication to being an active legislator, both in the House and Senate, and for his commitment to a smart, fiscal government.

Fhtagn is awarded a Silver Star for her many contributions to the House and her commitment to animal welfare.

Bruhg is awarded a Silver Star for getting involved in the game and stepping up to use his foreign policy expertise to serve as Secretary of State, where he has done an excellent job.

Devout Centrist is awarded a Silver Star for his many positive contributions to the Senate and advocating to improve the lives of Atlasian workers.

Encke is awarded a Silver Star for his work as Deputy GM, providing valuable data to both regions and the federal government.

Wulfric is awarded a Silver Star for being one of the most active participants in the game, providing constructive debate at both the regional and federal level.

I also would like to give special recognition to incoming President Adam Griffin and Vice President Jimmy for the active campaign they ran in June. I hope that they govern with the same high level of activity and with honor and integrity.

Farewell Address

It has been an honor and privilege to serve as your president for the last four months. I am so proud of the accomplishments made - we are leaving Atlasia in a better place than we found it. The executive branch we inherited was a total disaster; today we leave much more active and transparent than before.

Atlasia continues to progress, but there is still so much work that needs to be done, and there are a couple issues I want to highlight. The greatest strength of the game is our regions - we set this game up post-reset to allow for regional autonomy and I am proud of what has happened in our regional governments. All three are very different and diverse - they provide an opportunity to implement new reforms and ideas. In addition to preserving regional rights, I also call on future administrations to critically examine how the executive branch is formed. We have a lot of turnover in cabinet positions and it is difficult to get people to stay active in positions. The same can be said about our councils. I think a key factor is that this is an elections game and these aren't elected positions, so the motivation isn't quite there. I'm not sure what the answer is, but I hope it is something that will be looked at.

I also call on leaders of political parties to think carefully about recruitment strategies. In the last few federal elections, we have seen a trend where parties do heavy recruiting in the weeks leading up to the election - this includes new Atlas posters as well as asking longtime friends to rejoin just for their vote. As soon as the elections end, it seems many of these posters go back into the shadows and are not active members of the game. This may be a good recipe for electoral victory, but it isn't a good recipe for long-term success in the game. Elections shouldn't be about who can get the most people to register - it should be a healthy discussion of ideas and who offers the best vision for the game. Recruiting should still exist and I encourage it, but instead of just using new recruits for their votes, I call on political leaders to work with these new recruits to help them understand the game and hopefully get involved.

I want to give thanks to all who helped make the last four months a success, starting with those who believed in our campaign, then those who helped make our administration a success. I want to especially thank Lumine for joining me on this journey. We came into this administration as political allies, but today, we leave as friends. I am so thankful for our friendship and also all of the others that developed throughout the course of this journey. To me, that is what this game is about.

Thank you. Thank you for giving me the opportunity to serve. I will continue fighting very hard each day for Atlasia, just in other capacities. I wish the best of luck to President-elect Adam Griffin. To my fellow conservatives - give him a chance and try to work with him. Let's continue to build consensus and move his game forward. There is so much more I'd like to say, but I am out of time for now. Expect to continue hearing more from me in the future, I am not finished yet!!
