I think so -  and this is especially obvious in our present moment.

Liberal feminism has and will continue to be a discredited school of Feminism, as anyone who works within the system as the only way to instigate change is just an ineffective way to cause change. The deal holders of change are those pushing for action out in the streets; intersectionalists, Marxist/socialistic feminists, the Radicals, etc.  Present from the small publication house to the old time dressers when the rapist Kavanaugh got in, they follow the tradition that being a priveleged moderate has and will continue not to provide tangible differences for women everywhere, anywhere, and anytime.

No. The reality is Bill Clinton is just an excuse for society to bash feminists. Consistent feminists - like Gillibrand - are marginalized, while men like Clinton, Trump, and Kavanaugh are elevated. This is the misogynistic society we live in here in America.

I don't think feminism was much of an issue in 1999-2013.

I don’t take people seriously when they defend a Democratic rapist and vilify a Republican for sexist remarks.

Yes. Much in the same way that Evangelical Christians have discredited themselves with their fealty to Trump.

I think feminism only has value as an idea if it includes women being able to make their own decisions (on things like who to support in elections) so in that sense, no, support of Bill Clinton (or any candidate) in itself should not contradict an ideology empowering women (i.e. no group should be obligated to vote for or against anyone, and one can be a feminist and still have opinions based on non-feminist reasons).

But do I think attacking women for making accusations against Bill Clinton is implicitly saying that "party unity" is more important than fostering an environment where women feel safe to shine a light on their abusers? Well, yeah.

And do I think Bill Clinton is a sh!tbag? Duh!
