Constitutionally unsound. To quote Clarence Thomas, "I rather doubt that the Framers of the Fourth Amendment would have considered 'reasonable' a program of indiscriminate stops of individuals not suspected of wrongdoing."

The decision was unsound. The very essence of the Fourth Amendment is that searches and seizures must be based upon actual suspicion, rather than the arbitrary whim of the government.
