During the early 2000s, the air force started looking more heavily at what aircraft and tactics were effective in order to improve. They basically found that other aircraft, mainly the B-2 and F-22 did the F-117's job better, and by retiring it they were able to free up money for other aircraft.

It was more of a test bed/proof of concept/something to make the Soviets spend a lot of money trying to match us than it was something we planned on using for a generation.  It did it's job(s).  Then the "real" ones came on.  The F35 is bit of a boondoggle, and the F22 and B2 probably cost too much too, but damn, they're beautiful and the best in the world at what they do.
