Or any other post in the Executive Office not subject to Senate confirmation, for that matter. (Actually, is that even a requirement there as well? Could a non-citizen serve as e.g. CEA Chair?)

We've had cabinet secretaries who were born outside the U.S. as recently as the Obama Administration. The natural born citizen requirement only applies to the presidency and the vice presidency, as far as I'm aware.

I'm pretty sure the President can appoint whoever he wants to staff the White House - there's no confirmation, so it's all up to him. The person might have trouble getting a security clearance, though.

Jim McGreevey, while Governor of New Jersey, did appoint an Israeli national as his homeland security adviser. The latter failed to a security approval from the Federal government because he wasn't a U.S. citizen. I imagine it would be a problem on the federal level as well.

As a general matter, non-citizens cannot receive compensation for employment with the federal government under current law. So it would likely have to be on a “volunteer” basis in addition to the security clearance issue.
