O'Rourke would win because there really isn't anything that stands out about Cotton other than his foreign policy positions which O'Rourke probably isn't too much different from him on. Apart from O'Rourke being possibly less neo con ish

Ignore the electoral votes but here's what the map would probably look like.



Pres. Beto O'Rourke (D-TX)/V.P. Tulsi Gabbard (D-HI) - 297 EV, 50.0% PV
Sen. Tom Cotton (R-AR)/Gov. Ron DeSantis (R-FL) - 241 EV, 48.0% PV

O'Rourke.


Cotton is Trump without the charisma, and he's definitely not going to unseat an incumbent O'Rourke unless there's a recession or he has a major scandal.

Tom Cotton is a less exciting Ted Cruz. The establishment GOP likes him for foreign policy beliefs and the anti establishment conservative Republicans like him for his image but his image is really fake. Cotton is no tea party hero.
