Kingdom of Portugal:
-Regent Peter, for the last few years your brother Alfonso VI has been exiled on Terceira after your seizure of power. Though he agreed to his abdication, it was under force and some have doubts over whether the King is really as mad as he has been made out to be. How will you deal with your exiled elder brother, and how will you placate wary nobles who may see you as a usurper?

-For 2 years, you have been at peace with the Spanish. Now that you are a fully independent state, you must steer a coherent course in foreign policy. Your sister, Infanta Catherine, is Queen Consort of England, so an English alliance would seem logical. Working with the French, too, could also be a possibility, as they are mortal enemies of the Spaniards. What course will you take in regard to international alliances?

-For 60 years, your nation was subservient to Spanish interests during the Iberian Union. During that period, you lost many of your colonies in the East Indies to Spain’s enemies, most notably the fledgling Dutch Republic. Your global Empire has crumbled and it is clear that the Dutch are now the leading maritime power in Europe. Will you seek to win back dominance of the Spice Trade, and if so, how?

Kingdom of Spain:
-Queen Regent Mariana, your son the King is severely disabled. He is expected to die at any moment, which raises the issue of the succession. It is unclear who would succeed him, so his death could make Spain the scene of a succession war. Worst of all, the French could use the anarchy to extend their influence in the country, or perhaps even claim the Spanish throne. How will you attempt to secure the succession in the event that King Charles II passes?

-Your nation has greatly declined since the reign of Philip II. Although your country still holds a great amount of territory in both Europe and the Americas, financially and militarily you have been surpassed by the French. Long, expensive wars have crippled your economy and led to multiple bankruptcies in recent years. You have had some success, though, in halting French advances in the Low Countries with the help of the Triple Alliance. Perhaps the formation of this alliance heralds a new era in Spanish-Dutch relations. What foreign policy will you pursue in order to return Spain to her former greatness?

-In the colonies, your nation has been subject to many pirate attacks in recent years. Buccaneers such as the Englishman Henry Morgan, the Frenchman Daniel Montbars, and the Dutchman Roche Braziliano have raided your settlements and left a trail of atrocities and destruction. Perhaps you should take official action against these pirates, but it would come at the risk of angering the English, French, or Dutch governments, who in many cases unofficially support the pirates. Last year, you ordered attacks on English shipping in the Caribbean, but perhaps more must be done. What will be your policy in regard to piracy?

Kingdom of France:
-King Louis, your expansion into the Spanish Netherlands has been set back by the formation of the Triple Alliance of England, Sweden, and the Netherlands. The Dutch are especially perfidious, as you had just helped them in their recent naval war against the English before they betrayed you in the War of Devolution. Now, many in France are calling for revenge, and you yourself are known to harbor vengeful instincts toward the Dutch. Some suggest that you could exploit the commercial issues between the Dutch and the English to drive a wedge between the Triple Alliance. Others maintain that there is still room for cooperation with the Dutch. Still others argue that war with the Dutch would prove too costly and could provoke a pan-European war, instead insisting that the Duchy of Lorraine would be a much easier target for expansion. What course will you take in the realm of foreign policy?

-The formation of the Triple Alliance has left you diplomatically isolated, with no real allies. Besides the Dutch the Swedes, formerly your traditional allies, have also left you. Plus, the League of the Rhine, your alliance with several German Protestant princes, ended 3 years ago. Now, some are calling for you to attempt to reform the League. While working with the Protestants in the Empire is your nation’s traditional policy in regard to opposing the Emperor, your well-known Catholic fanaticism and zeal may alienate some of the German princes. Perhaps, as some suggest, you should moderate your Catholic rhetoric, while others warn that religion is a central part of your royal absolutism and should not be undermined. How will you formulate a coherent religious policy without compromising your diplomatic relations?

-New France is growing, but it is not without challenges. Relations with the Iroquois have been strained, with frontier raids and battles being commonplace. There is ample potential for future colonial tensions between yourself and the English. Additionally, there are several explorers whose missions could be sponsored, such as Louis Jolliet and Robert de la Salle. Plus, there are many strong personalities on the Sovereign Council of New France and disputes between them have been common. Specifically, there has been great discord between Bishop Laval and Frontenac over the sale and trade of alcohol. How will you manage your colonial affairs?

Kingdom of England, Scotland, and Ireland:
-King Charles, unlike most other European monarchs you have to deal with a powerful parliament. Composed primarily of former Royalists from the Civil Wars, the Cavalier Parliament is in most cases favourable to your interests. The Cabal Ministry has helped guide many of your actions, but some of your decisions have been rather unpopular, such as the formation of the Triple Alliance. Also, you are known to be slightly more in favor of religious toleration than many of the ultra-Anglicans in Parliament. You must not overstep your bounds when dealing with Parliament, and your father is a clear example of what happens if you do. How will you define your relationship with Parliament?

-The Triple Alliance of which you are a member has had success in stopping Louis XIV from taking the Spanish Netherlands. With the threat averted, perhaps it is time to reshape your foreign policy. The Dutch, although members of the Triple Alliance, remain a huge commercial rival. The most recent Dutch war ended in a most humiliating fashion, as Dutch ships sailed along the Medway whilst burning English ships at will. Perhaps it is time to give them their comeuppance, and in so doing you may be able to find common cause with the vengeful French. Others say the Dutch must be protected, as they are a strong bastion of Protestantism on the continent. Will you seek cooperation or competition with the Dutch, and how will this affect your overall foreign policy?

-The Treaty of Madrid in 1667 failed to end the colonial hostilities between your nation and the Spaniards. Raids and battles continue, and the Spaniards remain furious at your nation for sponsoring the bloody actions of Henry Morgan. Just last year in response to Morgan’s attacks, the Queen Regent of Spain ordered attacks on your shipping in the Caribbean. If you wish for relations with the Spanish to improve, then something must be done about Morgan. However, if you adopt an anti-Spanish foreign policy, his actions could become a useful asset. How will you direct colonial policy, and what attitude will you take toward English privateers?

Duchy of Savoy:

-Duke Charles Emmanuel, the wars against the Waldensians which peaked in the 1650s seem to have come to an end. No fighting has occurred in 6 years, and most Waldensians that weren’t involved in the rebellions have been pardoned. However, there is still a sizable community of heretics within the country, and some advisors fear that they are a disloyal “state within a state” that threatens the internal security of the country. Others argue that limited toleration has kept the peace and should be maintained. What course will you take in regard to the Waldensians?

-Your foreign policy has generally been pro-French, while your main rivals, the Genoese, are aligned with the Spanish. Some advisors suggest that in the event of a new war between the French and Spanish, you should seek to expand against Genoa in order to gain a new passage to the sea. Additionally, Spanish Lombardy and Milan would provide great wealth for your Duchy. How will you direct Savoyard foreign policy?

-You also hold a long-standing rivalry with the Swiss Confederation. Several times in this century and the last, Savoyard forces tried and failed to capture Geneva. This hotbed of heresy has proven to be a nuisance, and eliminating it could perhaps cow the Waldensians back at home into complete submission. Striking up alliances with the Swiss Catholic cantons could also prove useful in taking out Geneva. What course will you take in regard to the Swiss Confederation and the city of Geneva in particular?

Dutch Republic:

-Grand Pensionary de Witt, you are the most powerful man in the Dutch Republic. That power is quite limited, though, due to the decentralized and republican nature of your government. There are many in the Republic who hope for the reinstatement of the Stadtholder, as they see centralized power as necessary for the functioning of the state. William of Orange and his Orangist Party thus represents a threat to your power which can not be ignored. There are also differences in foreign policy and religion between your own States Party and the Orangists, with the States being more pro-French and Arminian whilst the Orangists are more pro-Habsburg and Calvinist. How will you deal with internal divisions in the Republic?

-The expansion of the French into the Spanish Netherlands, which would have greatly threatened your Republic, has been stopped by the forces of the Triple Alliance. This represents a monumental turn of Dutch-Spanish relations, and perhaps ties between your nations can be made even stronger. Though you are generally more pro-French than the Orangist opposition, reconciliation with the French now may not be possible, if the reports of them being hell-bent on revenge are really true. The English represent another foreign policy conundrum, as you are both linked by Protestantism and were both members of the Triple Alliance while at the same time being major commercial rivals. You have neglected the army and pursued a policy of peace, but that could all change very soon. How will you manage Dutch foreign policy?

-Your country is in the midst of a splendid golden age. Trade, art, science, and culture are flourishing all throughout the realm. You have proven that a small, maritime state can rival the great military powers of Europe. However, there is potential for great tension in the colonies. For instance, you were forced to cede New Netherland to the English a few years ago, you and the French both have colonies in Guyana, and the Portuguese are determined to not give up on the Spice Trade entirely. How will you manage Dutch colonial affairs?

Kingdom of Denmark and Norway:
-King Frederick, you have had quite a successful reign, but you are now old and it is unclear how much longer you will have. You have established an absolute monarchy in Denmark and abolished the old elective system. Your centralizing father, the great King Christian, would be proud. What domestic policies will you oversee in what many expect to be the last years of your reign?

-In the realm of foreign policy, Sweden remains the main enemy. Their capture of Scania in the Second Northern War is still bitterly resented, and many Danes wish to reconquer the area. Rivalry over the Baltic trade also remains a point of great contention with the Swedes. Additionally, you assisted the Dutch against the English in their recent naval war, so perhaps there is a potential alliance in the making. What course will you follow in foreign policy?

-While still officially claimed by the Kingdom, Greenland is by now under the control of native tribes. The Old Norse settlements faded away centuries ago, and the island hasn’t been touched since Christian IV expeditions there in the early years of the century. Will you attempt to recolonize Greenland, or will you leave it to the natives?

Kingdom of Sweden:

-Queen Regent Hedwig Eleonora, you rule over Pomeranian territory in the Holy Roman Empire. This raises questions of sovereignty, and could threaten the territories. You have had strained relations with the Emperor ever since the end of the 30 Years’ War. Brandenburg, too, is a threat to your German possessions. How will you conduct relations with the Emperor and other states in the Empire so as to not endanger your holdings?

-In foreign policy, you have left your traditional French ally to form the Triple Alliance. With the French halted in Flanders, the usefulness of the alliance is at an end. Perhaps you should try to reconcile with your traditional French ally, as new allies must be found to battle your many enemies. Denmark remains your greatest enemy, and many suspect that the resentful Danes may try to recapture Scania. To the east, the Russian menace threatens Finland and the Baltics, greatly strengthened since their victory over the Poles. What foreign policy will you pursue to protect your northern empire?

-New Sweden was lost to the Dutch 15 years ago, and since then you have had no presence in the New World. Perhaps it is time to make a move. Some have suggested going after Greenland. Though claimed by the Danes, it remains largely isolated and out of Danish control. Others have proposed taking back New Sweden, and even the West Indies have been mentioned as a possibility. Will you attempt to colonize the New World, or should focus remain on Northern European affairs?

Tsardom of Russia:

-Tsar Alexis, the Cossacks are stirring up trouble once again. Stenka Razin, a leader of their people, has led several revolts in the last few years. There are now rumors that he is preparing for a massive Cossack revolt all over Russia. This would represent a grave threat indeed to the Tsardom. Some suggest that concessions should be made to the Cossack, while others maintain that a hardline attitude is necessary. How will you deal with the Cossacks and the possibility of a revolt?

-The Polish war ended in a resounding victory 3 years ago. Your nation has expanded westward, annexing Smolensk and much of Ukraine. Now, there are questions about where you should focus your attention next. Sweden, with its Finnish and Baltic territories, is a potential target. The Caucasus is another target, as it is divided between two declining empires, that of the Turks and Persians. Even the Chinese, who you have had intermittent skirmishes with in the past 30 years, are a potential enemy. What foreign policy will you pursue?

-The colonization of Siberia is continuing, albeit at a slowed pace. For the past century your realm has been annexing land in the Far East, but it has yet to conquer Siberia fully. Perhaps now is the time to finish off the work being done there, but providing extra troops to Siberia might make further wars of expansion unfeasible for the time being. To what extent will you continue the colonization of Siberia?

Brandenburg-Prussia:
-Elector Frederick William, you have greatly increased the size and strength of your army. Brandenburg is now, barring Austria, the most powerful state in Germany. This means that you are in a position to become the representative of the Protestant princes of the Empire, standing up for the German Liberties against the Emperor. However, Saxony still leads the Corpus Evangelicorum, meaning that it would have to be taken either by diplomacy or force. Alternatively, you could cooperate with the Emperor to defend the Empire against outside enemies. What course will you take in regard to the politics of the Holy Roman Empire?

-In the Second Northern War, you fought admirably against the Swedes but were not able to capture Swedish Pomerania. Many in Berlin see that territory as the most logical point for expansion. The Swedes could easily be cast as a non-German, foreign occupying force, and you might even be able to get support from the Emperor for driving them out. Will you attempt to capture Swedish Pomerania, or will your attention be focused elsewhere?

-For your efforts in the Second Northern War, the Poles granted you sovereignty over the Duchy of Prussia in 1657, which has been in Brandenburger hands since 1618. Since then, you have had the challenge of managing the affairs of two entirely separate regions, not connected territorially in any way. Many believe that annexing Polish Royal Prussia and thus connecting Brandenburg and Prussia is a logical step forward. The Poles are greatly weakened from both the Russian war, which ended just 3 years ago, and the Swedish Deluge of the 1650s. Will you attempt to take Royal Prussia from the vulnerable Poles?

Habsburg Monarchy:
-Emperor Leopold, the main enemy of your royal house remains the Kingdom of France. The Empire is under constant threat from the expansionist French King, so you must find a way to rally the Empire around your figure against the common enemy. Many Protestant princes, due to historical oppression and ties with the French, may attempt to form alliances with France. Painting the French King as a great menace and even making further concessions on religion may be necessary. How will you keep the French at bay and convince the Princes that France is the true threat?

-The power of Brandenburg has risen precipitously since the end of the 30 Years’ War due to the skill of Elector Frederick William. While not necessarily a threat, they are by now considered the second-strongest German state and may attempt to take the mantle of the German Liberties. You may be able to cooperate with the Brandenburgers on some issues, though, such as the eviction of the Swedes from the Empire. How will you define your relationship with Brandenburg-Prussia?

-Poland-Lithuania has been greatly weakened by several invasions from multiple powers, weakening a potential ally. The Ottomans may also attempt to take advantage of Polish vulnerability, so it would perhaps be in your interest to move against the Turks before they advance. Others maintain that peace with the Turks should be maintained, as constant warfare along the Military Frontier could prove destabilizing. What policies will you pursue in regard to Poland-Lithuania and the Ottoman Empire?

Ottoman Empire:
-Sultan Mehmed, the fortunes of the Empire seem to finally be recovering. The rule of the Köprülü Grand Viziers has led to a prosperous economic situation, and stability in the Empire is quite high. Furthermore, last year the 21-year siege of Candia finally ended, and Crete is now yours. What domestic policies will you pursue in order to help strengthen the Empire even further?

-Poland-Lithuania has been severely devastated, and the time may be ripe for an advance into that country. There is quite a bit of Ukrainian territory that would be quite nice should it belong to the Sultan, and there is little the Poles could do. They may receive help from the Austrians, though, which is why some advisors are suggesting that in the event of an invasion into Poland, attempts should also be made to rile up disaffected Protestants in Habsburg Hungary. Will you seek to expand into Poland-Lithuania, or will you keep the peace for now?

-To the east, the Safavid Empire has continued to decline while your nation has revived in recent years. If you decide to attack the Persians, the eastern Caucasus is a potential target. There is also the threat of a Russian invasion into the Caucasus, so perhaps the focus there should be defensive rather than offensive. What sort of policy will you pursue in regard to the Caucasus?

Emperor Leopold I von Hapsburg makes key announcement for his realm and the empire

His majesty, Leopold I will have new declarations to cover several of the issues concerning the empire.

The Empire will allow the freedom of the worship of any branch of Christianity as long as each protestant kingdom announce their loyalty to the empire and will join in any war against the French and not betray the emperor. The emperor understands the history of oppression of the Hapsburg upon the protestants but now wishes to attempt to make amends for these past actions and make peace with the branch.

The emperor will also have a declaration, declaring the freedom of worship of all branches of Christianity within the realm of Austria. He will also announce the creation of legislation, much like the English Magna Carta. This legislation announces the separation of church and state to allow for religion to not be taken into account for the ruler of the empire when doing certain actions. His majesty believes that religion shouldn't be the sole reason for governance.

The legislation will also announce the idea of free press and freedom of speech in order to allow all citizens within the realm to have a voice for the emperor to hear and consider the opinions of the people.

The legislation announces the creation of a legislative body of 451 seats, much like the English Parliament. One coalition will need 226 to control the body and those with control of land will be allowed to vote in the elections. Elections shall be held every 8 years, though a new election can be held earlier if the Emperor so wishes. The first election is to be held at the end of the year of our lord, 1670.

The emperor finally declares of the creation of a mandatory military service program for men between the ages of 18-26 for 4-6 years in order to increase our manpower pool for any possible war. Any deaths will be compensated by 500 Reichsthaler for the families of those deceased in service.

Finally, the Emperor wishes to hold a special convention in a city to be chosen at a later date so the rules of war and engagement can be discussed and written out clearly for all to know, so War cannot happen like the war that savaged our continent 32 years ago.

The emperor hopes that this announcement will be taken with joy and awaits patiently the thoughts of all his subjects on the matters.

What domestic policies will you oversee in what many expect to be the last years of your reign?

We will do a free land in North America and Greenland which will attract peasants and farmers who will colonize Greenland and Newfoundland and will have 18-23 either settle in the New World or join the Military for 4 years.   

-In the realm of foreign policy, Sweden remains the main enemy. Their capture of Scania in the Second Northern War is still bitterly resented, and many Danes wish to reconquer the area. Rivalry over the Baltic trade also remains a point of great contention with the Swedes. Additionally, you assisted the Dutch against the English in their recent naval war, so perhaps there is a potential alliance in the making. What course will you follow in foreign policy?

We will send Diplomats to Prussia to form a alliance so if the Swedish declare the war or we declare war on Sweden, we can get Scania, and they can get Pomerania and can blockade the other side of the Baltic Sea.

-While still officially claimed by the Kingdom, Greenland is by now under the control of native tribes. The Old Norse settlements faded away centuries ago, and the island hasn’t been touched since Christian IV expeditions there in the early years of the century. Will you attempt to recolonize Greenland, or will you leave it to the natives?

We will attempt to recolonize Greenland and colonize Newfoundland and we will encourage some of our farmers to settle in Newfoundland in the New World.

-Queen Regent Hedwig Eleonora, you rule over Pomeranian territory in the Holy Roman Empire. This raises questions of sovereignty, and could threaten the territories. You have had strained relations with the Emperor ever since the end of the 30 Years’ War. Brandenburg, too, is a threat to your German possessions. How will you conduct relations with the Emperor and other states in the Empire so as to not endanger your holdings?

We hope to work with the Holy Roman Emperor and have a peaceful, mutually beneficial relationship. We will reach out to the Habsburgs and see what both sides want from a possible solution.

-In foreign policy, you have left your traditional French ally to form the Triple Alliance. With the French halted in Flanders, the usefulness of the alliance is at an end. Perhaps you should try to reconcile with your traditional French ally, as new allies must be found to battle your many enemies. Denmark remains your greatest enemy, and many suspect that the resentful Danes may try to recapture Scania. To the east, the Russian menace threatens Finland and the Baltics, greatly strengthened since their victory over the Poles. What foreign policy will you pursue to protect your northern empire?

We hope to establish friendships with France and the Dutch and create diplomatic ties between our countries. To safeguard our interests

-New Sweden was lost to the Dutch 15 years ago, and since then you have had no presence in the New World. Perhaps it is time to make a move. Some have suggested going after Greenland. Though claimed by the Danes, it remains largely isolated and out of Danish control. Others have proposed taking back New Sweden, and even the West Indies have been mentioned as a possibility. Will you attempt to colonize the New World, or should focus remain on Northern European affairs?

We will attempt to colonize the area north of the French settlement (on the islands of Nova Scotia and Prince Edward today), and offer our citizens a small financial compensation and tract of land to settle there.

Midturn Update: 1670


Peasant Revolt in Vivarais; constable held hostage!

In the Spring of 1670, in Vivarais, what started out as a small protest over taxes would spiral out of control and turn into a large uprising. A petty nobleman by the name of Antoine du Roure began the rabble-rousing, and soon gathered a peasant force of about 5000 souls, pledging to fight to the death until taxes were lowered. Several tax collectors were hanged, others were beaten to death, and multiple chateaus in the countryside were razed to the ground by the angry mob. The constable of Vivarais, with a militia of 5000 men, was ordered to quell the revolt. Many of his troops deserted, however, and his forces were routed and he himself taken prisoner. Monsieur du Roure and his followers refuse to release him unless taxes are lowered. One of the major royal armies of the Kingdom may be necessary for putting down this disturbance.

Cossack Revolt Crushed, but Stenka Razin escapes

The Russian government decided to take proactive action against the potential of a Cossack revolt, sending 40,000 troops to meet the camp of Cossack rebels. When asked to hand over Stenka and his brother, the Cossacks refused. A battle commenced, and the much smaller Cossack force was crushed. It is clear that the resolve for a revolt has been smashed. However, Stenka Razin and his brother escaped, leaving open the possibility for future revolts.

Dutch Religious Bill Fails, but Military Bill passes

Johan de Witt decided to propose a bill to the States General which would grant full religious toleration. However, soon after doing so he would find that it had caused much more backlash than he intended. The Orangists, led by William III, were united in opposition to what they called the “Papist bill.” The States Party, too, was divided on the issue, so the bill was defeated soundly in what turned out to be a major misstep for de Witt. However, his military bill would have more success. Pleasantly surprised by de Witt’s reversal on military matters, both the Orangists and States Parties rallied around the addition of a 40,000 man army, the Army of Amsterdam, to be fully raised by the end of the year.

Proposed Imperial Reforms cause anger, backlash

Emperor Leopold’s decision to allow complete freedom of worship within the Habsburg Crownlands was an entirely unexpected move that caused widespread bewilderment. Inside Austria, the Jesuits were very disconcerted by the Emperor’s move, and many of Leopold’s Jesuit advisers resigned in protest. Many bishops and other clergymen, too, voiced loud protests at the decision to tolerate heretics. Other Catholic states within the Empire, such as Bavaria and several Archbishoprics, have also condemned his decision. But any support Leopold may have received from the Protestant princes was offset by his centralizing Imperial reforms. His decision to create an Imperial Legislature, as well as a draft for an Imperial Army, caused outrage within the Saxon-led Corpus Evangelicorum. The Saxon Elector issued an indignant manifesto, charging the Emperor with disregarding the German Liberties and overreaching in his power.

Health of the Spanish King regresses, many fear for his life

In Spain, King Charles II, already a sickly and disabled child, would see things turn drastically to the worse in 1670. Throughout the year, the King has been afflicted with vomiting and violent seizures, and he appears extremely weak and unable to rise from his bed. His leading physicians predict that he won’t make it to the end of the year, and grief reigns in the royal court. Now, more than ever, it is clear that Queen Regent Mariana must find a diplomatic solution to the succession before it is too late.

The Emperor responds to Saxon criticisms

It seems that the Elector of Saxony is merely misunderstanding what the Emperor means for the "Imperial Legislature and Imperial Army". Neither is true. The Legislature and Army reform is instead for Austria only. The emperor only hopes and requests that all german states create their own legislature, though he will be understanding if they do not do so.

The emperor responds to Catholic criticisms

It is different times. No longer can we prosecute the protestant germans when the power of the empire grows weaker and weaker due to French interventionism. We are all German and we must fight against the French together to protect our individual sovereignty. If I was to not declare this, the Protestant princes would ally with the French and one day, the French could appear on the door of Bavaria or another catholic state within this empire. By having this declaration of tolerance, we can be united as the Holy Roman Empire against a common enemy.

An Official Declaration from the Kingdom of France

By decree of his Majesty,

This year the Austrians have revealed their true colors. Not only have they made moves to increase Imperial power, and bully the smaller states by saying who they can and cannot align with. Even more, this announcement of marriage between Austria and Brandenburg-Prussia, with the intent of uniting the two realms in the future, leaving one powerful state over the many weaker smaller ones. In the past France has served as a protector of the smaller German states against Austrian oppression. We feel it is time we do so again.

As such, King Louis XIV formally invites representatives of the various German states to Paris, so that we may discuss the creation of a new League, modeled off the old League of the Rhine, to be held early next year to give time for arrangements and travel. His Majesty looks forward to speaking with each of you.

An official Response to King Louis XIV by Leopold I

By the declaration of the Emperor,

The King of France claims that Austria plans to oppress the smaller German states but offers no proof. When he brings up the example of the union between our realm and that of Brandenburg-Prussia, he fails to mention the fact that there was no coercion and our two realms will be united by a common goal and with no forcing between the other. The attempt to state otherwise shows how he truly believes the princes of the Empire are too stupid to think for themselves and only think as a bloc. Each German State is different, with different governments, different economies, different ideas, and many other different things.

His Majesty of France also fails to realize that the Archduchy of Austria is the only area in the Empire that will have its own legislative body and will hold the military program within Austria and no other place within the empire.

The Emperor knows the fears of the smaller states via the union between the realms of Austria and Brandenburg-Prussia and will thus grant all smaller princedoms and other german states within the empire an equal voice to all the larger states, for they all deserve a voice to speak in matter that not only concern them but the empire at large. The Small states and the large states will now be able to bring up ideas and discuss plans on the equal footing of the emperor and will be able to have the same amount of power as the emperor to increase unity and friendship within the empire.

The King of France claims to be the protector of Germans and an Ally to all Germans, yet it was only two years ago that the King of France fought his ally in the Netherlands because of his own ambitions. Who is to say he will not abuse his german allies and walk all over them for his own personal gain as well? If I was the king of France and I was proposing the recreation of the League of the Rhine, I would state that all states, no matter their territory, population, or military might, will have an equal say in the coalition.

Let it be known that all german states are allowed to align with who they believe will best suit their interest, whether their ally be Bourbon or Hapsburg. The emperor only requests that all leaders think long and hard before making their decision.

In order to counter the French call, the Emperor will call for a conference to discuss the creation of a League where all german states, no matter their religion or population, will be treated equal to one another and will be able to voice their ideas quite equally. If the larger states do attempt to override the smaller states, then they will be ignored as punishment. The minority can not fall prey to the Majority no matter how hard the majority wants to dominate the minority.

The conference on the possible alliance in the Empire about mutual defense and protection for all will be held in Dresden, in order to show that the emperor is willing to discuss the terms outside of the realms.

End of Turn: 1670

Regent Peter of Portugal deposed by Angry Nobles!



It was widely believed that the unpopular Portuguese Regent, Peter, would need to placate the nobility to secure his place on the throne. He had overthrown his older brother by claiming that he was insane, but many nobles doubted him. But Peter made no attempt to assuage the concerns of the nobility, ignoring them entirely. So it was that a cabal of nobles, with support from most of the military, determined that the Regent must go and the King be restored. Under cover of darkness, they sneaked into his chambers with a group of soldiers and arrested the shocked Regent. Soon, he was deported to the Azores and Alfonso VI brought back to the jubilation of the common people, who tended to see Alfonso as the rightful King. What effect, if any, this coup will have on Portugal’s domestic and foreign standing remains to be seen.

Italian Defensive League Formed, with Savoyard Duke at the head



Duke Charles Emmanuel II, evidently concerned with his power and prestige abroad, would end 1670 as the leader of a new Italian defensive league. Sending emissaries to Lucca, Modena, Parma, and Tuscany, the Duke’s agents emphasized how foreign interference in the peninsula had led to fragmentation and destruction. Seeing the need for a united front against the intrusions of both the Bourbons and Habsburgs, the cities needed little convincing to sign up for the organization. The Duke would also establish a treaty of trade and non-aggression with the Doge of Venice, happy to find a partner similarly hostile to the Genoans.

Danish King Frederick III passes away peacefully, William of Orange arrives in England



Frederick III, the Danish King known for centralizing his realm and limiting the power of the nobility, would finally meet his end in 1670. The 60-year-old died peacefully, leaving the throne vacant for his son, Christian V. Meanwhile, William of Orange left the Netherlands for England, as he was offered several duchies, the inheritance of the three kingdoms, and a Stuart betrothal. With the Orangist leader out of the picture, de Witt may be free to propose his bill of toleration once again.

Henry Morgan raids Panama, but is killed in massive naval battle with the French!



In 1670, Henry Morgan would receive a letter of marque from the English King, giving him permission to retaliate against Spanish naval aggression. His fleet was also bolstered when Prince Rupert of the Rhine and the Earl of Sandwich arrived in the Caribbean to assist him. However, they had different interpretations of the King’s letter than Morgan, who thought it gave him permission to launch attacks on Spanish settlements. Unable to convince the buccaneer otherwise, Morgan and his crew launched a daring raid into Panama, disembarking at the Gulf of Panama and proceeding toward the settlement in due order. The Spanish garrison was defeated and the city burned and plundered by the pirates, who boarded their ships with troves of booty. Meanwhile, as part of the ongoing rapprochement with Spain, the French King had ordered that all mercantile attacks on the Spanish were to cease, and instead the English would be the main target. With a bounty on his head from both the Spanish and French governments, Henry Morgan was a wanted man, and soon after boarding his men saw a fleet looming in the distance. It was a group of French privateers led by Daniel Montbars, determined to collect Morgan’s bounty.

Soon, once they had drawn near enough, the battle began. At first, things seemed to be going reasonably well for the English, but that would all change when Morgan was hit by some stray musket fire from one of the French ships. Surrounded by his loyal crew, he was offered a burial at sea, but the dying Morgan objected, stating that he wished to die onboard his ship. And so it was, that the greatest pirate of them all finally met his match. Still possessing a great numerical advantage due to the fleets of Rupert and Sandwich, those two admirals tried to rally their men, but as news of the death of Captain Morgan spread across the ships, there was little that could be done. Morale collapsed, and soon ship after ship began to be sunken. With Montbars having accomplished his goal, the French fleet began to withdraw, and the English were able to take out several French ships in the retreating party. As they held the sea at the end of the day, Rupert and Sandwich claimed victory, but it could only described as Pyrrhic. 30 of 40 English ships had been sunk, while only 5 of the 15 French ships went down. As the “losing side” departed, cheers went up that Martinique had been avenged.

French Peasant Army crushed, order reinstated in Vivarais



The 5000 man peasant army led by Antoine du Roure would begin to become more radical, demanding that a legislative assembly be created to limit the power of the King. They also somehow got a hold on more advanced weaponry, and by the time the French royal army reached the rebels they seemed to have been given limited training. Still, once the peasants refused to give up the constable, they stood no chance. In a scene of carnage, the peasants were massacred with no remorse, and even Monsieur du Roure, who was supposed to end up captured, was killed in the mayhem. Nevertheless, the French King is most probably quite pleased that his revolting subjects have been put down.

Russians launch invasion of the Caucasus; but stalemate ensues with Ottomans



The Ottoman Sultan, concerned about Russian intentions in the region, ordered the Army of the Caucasus to conduct small raids into Russian territory. His worries proved justified when the raiding parties noticed a large Russian force numbering 80,000 men marching toward the border with the Empire. The scouts raced back to the Ottoman Army, informing their commander of the coming invader. Entrenching themselves in defensive positions, the Ottomans were able to benefit from the rugged terrain of the region once the Russian Army did arrive. The Turks were heavily outnumbered, though, and so the battle proved a stalemate. Few casualties were recorded and neither side gained or lost any land in the battle, which ended when the Russians withdrew back to Tarki in preparation for another incursion.

Austrian Elections occur, Leopold’s reforms immediately nullified



In Austria, the creation of a Parliament was an entirely new way of governance, and many weren’t sure what to think when the first election occurred in 1670. With only property owners given the vote, the nobility and clergy alone were allowed to pick their new representatives. As such, when the new Parliament opened in Vienna, their first action was to immediately nullify Leopold’s reforms as related to religious tolerance and an Austrian draft army. The decision to abandon Leopold’s hated reforms was celebrated by all, even those who couldn’t vote. Now, Leopold faced the embarrassment of one his great reforms, the creation of a Parliament, cancelling his other reforms. But due to his stay at Regensburg, Leopold would not live to see the results of his actions…

Holy Roman Emperor ASSASSINATED by Fanatical Monk; Bavarian elector elected Emperor! Meanwhile, France reforms the League of the Rhine



The King of France would end 1670 with a meeting of German princes at Strasbourg, determined to reconstruct the League of the Rhine. Still smarting over their feuds with the Emperor, and having been personally contacted by Louis himself, the Electors of both Saxony and Bavaria showed up, bringing with them smaller Protestant and Catholic states alike. The meeting proved productive, and by the end terms had been agreed to. With most of the same states that participated in the old League, over 50 princes agreed to the defensive alliance. Meanwhile, in Regensburg, things went much worse for Emperor Leopold. Besides his Prussian ally Frederick William, who had recently seen his Electorate elevated to a Kingdom, the Diet was sparsely populated. Then, just as Leopold stood up to open the session, a man from one of the benches lunged at him, stabbing him several times before he was tackled and forced to the ground. The Emperor was dragged away and physicians and surgeons were immediately attended to him, but it was already too late. The Emperor was dead. After extensive torture, the man was revealed to be a deranged monk named Georg Pappenheim. He claimed to have been ordered by God in a vision to commit the murder as revenge for the Emperor’s toleration of heretics. It was further discovered that he drew inspiration from two previous regicides, Jacques Clément and François Ravaillac. There was also no evidence of his being involved in any sort of wider, foreign conspiracy, seeming instead to be acting on his own accord.

Afterwards he was executed, and the news was spread to the meeting in Strasbourg and all throughout the Empire. Wishing to avoid an imperial interregnum, the electors were quickly hurried to Regensburg. Although it took time to travel, the Electors had all arrived by December, and the election began. With women not eligible to be Emperor, Leopold’s 1-year-old daughter was out of the question. Soon, attention fell on one man: Ferdinand Maria of Bavaria. In the most recent elections, the Bavarians were often the only alternative to the Habsburg candidate, so it was agreed upon by the electors that he was the one to choose. After a unanimous victory, Ferdinand Maria was the first non-Habsburg Emperor in over 200 years. In the lands of the Habsburg Monarchy, meanwhile, Leopold’s 1-year-old daughter Maria Antonia was quickly coronated in all the Crownlands, with her mother, Margaret Theresa, as regent. However, due to Salic Law the situation is very precarious, and it is entirely likely that her rule will not be accepted by the other members of the Empire. Specifically, the new Wittelsbach Emperor is the grandson of Ferdinand II, so he certainly has a strong claim. But Austria is not the only state where the inheritance of the Habsburg dynasty is at great risk…

Charles II of Spain dies! Spanish throne left Vacant!



The worst fears of Charles II’s physicians would come true when, in 1670, the young King died. Suddenly, everything in Spain was uncertain. No one knew would rule, so pandemonium ensued. The Queen Regent managed to hold onto power temporarily, but it is clear that a monarch must be installed soon. There are two viable claimants, both of them women. Louis XIV’s wife is the eldest surviving sibling of the dead King, but a joint Franco-Spanish monarchy would monstrously upset the balance of power. The only other surviving sibling of Charles II is Margaret Theresa, the Regent for the Habsburg Monarchy. That, too, would be a monstrous conglomeration. Many fear that a war of succession will break out, but through careful diplomacy a compromise candidate could be agreed upon.
