5. 5.Employers shall pay employees on leave the same rate as a rolling 13-week average.

6. 6.Employers with less than 50 total employees may claim a tax credit of no more than 75% of the value of the wages paid to workers taking paid maternity or paternity leave.

SECTION 3.

1. This law shall go into effect on October 1st, 2019.

2. The Farm Income Stabilization and Crop Insurance budget shall be reduced by $4 billion for the fiscal year 2020
3. The ground transportation budget for the Department of Transportation shall be reduced by $4 billion for the fiscal year 2020
4. The Federal law enforcement budget shall be reduced by $2 billion for the fiscal year 2020


SECTION 3.4.
1. This law shall go into effect on October 1st, 2019.

Sorry for the late timing on this one, I wanted to have the budget numbers for the next fiscal year.

As it stands, these are cuts to the procurement budget for the Department of Defense. They would not affect normal operations. While some procurement would have to be deferred as a result of this Act, I don't think it's significant enough to cause concern.

However, I'm open to suggestions. If there are better ways to spreads these cuts or raise revenue, I'm willing to amend the bill accordingly.

Hmm... Perhaps a more evenly spread across other departments so as to further balance the cost and also dimish the general impact of said cuts? It does seem a bit much to charge over 60% of it merely to the Defense budget.

As an alternative, could we instead just get rid of the tax credit or make it smaller? It will hurt small business, but would also that this bill would need fewer or no cuts in spending (or tax increases).

That's still a stepped phase out, leading to the inevitable problem of companies trying to stay just below the "step". A smooth phase-out would likely be preferable.

I’ll introduce an amendment to make the phaseout much more gradual. Regardless, I think that Senator Louisville Thunder has the right idea.
