SECTION I: NAME

a. This bill shall be referred to as the Foreign Animal Products Act

SECTION II: PROHIBITED ANIMAL PRODUCTS IMPORT BAN AND DRIFTNET FISHING RESTRICTIONS

a. The following animal products shall be prohibited from being imported into Atlasia and shall be subject to seizure and forfeiture upon arrival at a port of entry or when an illegal smuggling operation is discovered:
i. Human products, including but not limited to placenta, fetal tissue, organs, bodily fluids and feces, appendages, flesh, hair, nail trimmings, and bone or products containing such
ii. Animal products containing any listed endangered species, except for lawful hunting trophies taken in compliance with all hunting regulations of the country in which the endangered species was taken and lawfully exempt ivory
iii. Deer penis removed from a live specimin or products containing such
iv. Bear bile or products containing such
v. Pangolin scales or products containing such
vi. Tiger penis or products containing such
vii. Rhinocerous horns or products containing such
viii. Animal products containing toad secretions
ix. Sea Turtle shells or products containing such
x. Seahorse or products containing such
xi. Shark Fins or products containing such
xii. Blister Beetles or products containing such
xiii. Centipedes or products containing such
xiv. Hornet venom or products containing such
xv. Scorpion venom or products containing such
xvi. The bladders of pufferfish and porcupinefish or products containing such
xvii. Any animal product collected in a manner causing significant pain or distress to the animal. Significant pain or distress is defined as any procedure or condition classified under pain and distress category E by the Atlasian Department of Agriculture or any successor thereto. This shall not be interpreted as prohibiting the importation of foie gras.
xviii. Monkey paws
b. None of the above import restrictions shall apply to persons involved in bona fide scientific research or museum preservation provided they file an application with the Department of State and are approved. The application shall be on forms designed by the Secretary of State or his or her designee.
c. No Atlasian-flagged vessel shall at any time use a drift net larger than one and a half (1 1/2) Kilometers in Atlasian waters and EEZ or in international waters. No foreign-flagged vessel shall use a drift net larger than one and a half (1 1/2) Kilometers in Atlasian waters and EEZ. All relevant laws shall be amended accordingly.

SECTION III: TIMING

a. This law shall take effect thirty (30) days after the enactment of this law.

I've read the sponsor's intent behind each clause, many seem too restrictive to me - things I don't think the government should be getting involved in. I agree on endangered animals, though I would imagine there is already a law on the book for those. Many of these do not seem to cause harm and the use of them are held for religious reasons; I don't know why we are restricting that just because most in this legislative body may not agree.

The goal of this act is to destroy a market for animal products that are almost solely commodified via poaching. Shark finning, for example, is a major problem. Bear bile extraction is a near tortuous experience for the bear.

The processes for extracting these products are not conducive to a healthy global ecosystem and rely on acts that, if performed in Atlasia, would constitute animal abuse.

My friends, scientists say we are in the midst of a major extinction event. We are losing plant and animal species faster than at any other time in recorded history. And it is humanity's fault.

The UN, other supranational bodies and individual nation states are doing much to try to fight the scourge of extinction and of poaching. It is time we join the rest of the world, and make animal products extracted from animals that are endangered and that are acquired via poaching illegal in our nation.

We must outlaw rhino horn products to destroy its market, and thereby help eradicate rhino poaching -- an act that leads to many rhinos bleeding out slowly and painfully. We must outlaw shark fin products to destroy its market, and thereby help eradicate shark finning -- an egregiously cruel act that leaves sharks unable to swim. We must outlaw bear bile products to destroy its market, and thereby help eradicate the process of extracting bear bile -- an act that leaves bear cubs in unimaginable pain if they survive at all.

I can stand up here all day and detail the cruel punishment animals are subjected to in order to get these products, which provide no health benefits to those who consume them or use them.

I strongly urge this Body to pass this bill unanimously, as our friends in the People's House did some time ago.

I applaud the Senator for his passionate advocacy of this bill, it is so rare these days and it should be commended and used as an example for other Senators and Representatives to follow.

This was a goal of mine that I never got the chance to get started on when I was in the House, and I have a great deal of respect for Senator MAINEiac's passion for this bill (as well as members of the House for supporting it as well).

I have some concerns about the foreign aspects as well, especially for countries and people who would take issue with us banning what as the President has described items that that are used in religious ceremony.

This has my full support. God put us on this earth to be keepers of animals. (Killing for food is one thing) But killing animals for sport or to sell their body parts for money is wrong.

Also, never thought I would live to see the day when Maineiac was impatient for me to do something. Tongue

I work 2-11, I happened to be off Tuesday and Friday this week. I authorized Ontario at the beginning of the month to carry through such motions as final votes, amendments and etc on such days to keep things moving.
