This, but virtually every Congress from the 1st to the 115th have been varying levels of bad.

I'm surprised by the lack of votes for the 104th (two government shutdowns, welfare reform, telecom deregulation), the 105th (impeached Clinton), and the 106th (repealed Glass-Steagall).

My attempt at listing things an average Democrat wouldn't like:

104th: Republican takeover, '95/'96 government shutdowns, welfare reform, and DOMA
105th: Copyright acts, Clinton impeachment
106th: Impeachment trial, financial deregulation
107th: The main Bush tax cut bill, NCLB, Iraq War authorization, Patriot Act
108th: Partial-birth abortion ban, Bush tax cut pt. 2
109th: Roberts and Alito
110th: TARP
111th: ?
112th: Debt ceiling crisis, partial extension of Bush tax cuts
113th: Government shutdown
114th: Blocking of Obama judicial appointees
115th: Trump tax cuts, Trump judicial appointees, two government shutdowns

For me, it's a tough call between the 107th and 115th Congresses. The 107th gave us both the Bush tax cuts and the Iraq War, but the 115th gave us the Trump tax cuts and a conservative Supreme Court. I might go with the 115th by a hair.

All of them were epic failures.

The 104th was a pretty effective congress and you can argue that was the last congress in which a President and Congress of the opposite parties were able to pass major legislation.
