How is it an overreach of power? It is the right of the legislature to choose how the elctors are allocated, and the power is quite broad as has been affirmed by the Supreme Court many times.
Has this actually been litigated? Iirc several states have laws punishing faithless electors and in some cases nullified their changed votes, which definitely feels like it should be unconstitutional, but...
Feels like it should be, but SCOTUS has ruled it's legal for the electors to be pledged. Techincally punishment & replacment laws for a non-compliant vote have not been tested.
