No. It's a report.

Per Fox, a "sr. justice dept official" says the report recommends no additional indictments

Why is anybody saying this means nobody else will be indicted? Isn't that exactly what sealed indictments are for? If anything, it means Mueller doesn't expect to get anymore cooperating witnesses, which makes sense seeing as, you know, the report is apparently done.

Well one reason I'm hesitant is that many of the prosecutors on Mueller's team have already departed and moved on. It's clearly closing down.

That being said, SDNY's office could still do stuff and same for state prosecutors.

Yeah, nobody was ever indicted in the Clinton email investigation, but that's not really the first thing anybody thinks about when it comes to Comey's reports.

I've never viewed this as a partisan witch hunt so much as the establishment (both parties included along with many government agencies) wanting to prevent a rapprochement with Russia. As long as this RussiaGate nonsense was all over the airwaves any attempts Trump would make to repair our relations with Russia would be clouded with suspicion. It has been clear since the late 90s that our establishment wants a new Cold War.

Yeah, nobody was ever indicted in the Clinton email investigation, but that's not really the first thing anybody thinks about when it comes to Comey's reports.

And let's not lose sight of the fact that this investigation has already resulted in quite a few indictments, guilty pleas, and convictions, including Trump's former campaign chairman and national security advisor.  If this was a witch hunt, it found a whole coven.

So what if there are no indictments? Democrats can run on innuendo like Republicans did against Hillary Clinton. "After all, Mueller is a Republican so it's not like he would recommend indicting Republicans". The spin writes itself and could be very effective if played right.
