Orange County, FL and Charles County, MD actually flipped from Dole 1996 to Gore 2000.  In fact, according to Wikipedia, Gore in 2000 was the first Democratic nominee to carry Orange County, FL since 1948 (and I remember from reading a post of Dave Leip's back in 2001 or 2002 that Orange County had gone Republican before 2000 since at least 1960).

I remember there were several counties that had gone Democratic from 1960 through 1996 that went Republican in 2000, including one (Cottle County, TX) that George W. Bush carried over Gore by 2 to 1 or more.  It was in that context that the opposite situation in Orange County, FL was mentioned (and that there was one other county (Charles County, MD) that flipped from Dole 1996 to Gore 2000.

When you consider that the state of Florida was almost in that category (and some will claim actually was - okay, I know I shouldn't go there), it's really not that surprising that several counties in the country were.

Richmond County, New York (Staten Island). It is also one of 2 congressional districts that went for McCain in 2008 and Obama in 2012 (along with Miami-Dade area).

There were no McCain08/Obama12 Congressional Districts in the Miami-Dade area (at least under 2016-2020 lines), and neither were there any in the whole state of Florida.
