At a campaign event today in South Carolina, former Vice President Joe Biden emphasized why he is the best candidate to beat Donald Trump in the general election. While many of Biden's opponents have focused on attacking him in an effort to bring down his numbers, Biden has been primarily focused on taking the fight to Donald Trump. Yet, even though most voters hold electability as an important factor in the 2020 nomination process, Biden has been struggling in recent weeks. His numbers have taken a dramatic fall since his announcement in April and some say that the candidate has been struggling to connect with voters since formally entering the race.

While campaigning in South Carolina today, Senator Kamala Harris questioned Joe Biden's record on criminal justice reform. Harris and Cory Booker have worked diligently to raise doubts in the African-American community about Biden's ability to represent the group. They view this as one issue where they can make a difference. Harris criticized Biden's work on the 1994 crime bill, specifically a speech Biden gave in support of the legislation that demanded more police on the streets. Harris said that the former vice president has shown a tremendous lack of understanding about how best to stop crime in black communities. She contrasted his record with hers as a prosecutor in California where she says she broke the mold on how to handle the issue.

Her star was once rising, but now Senator Amy Klobuchar is dealing with the fallout from a story that has gained widespread attention. A former staffer has accused Klobuchar of once making the staffer shave the senator's legs for her. Klobuchar has dismissed the allegation, but it has increasingly gained credibility as The Washington Post independently confirmed the story overnight. Klobuchar's numbers have taken a big hit since the story broke as candidates look elsewhere, especially in Iowa where the candidate was polling near the top of the field. Data suggests that Klobuchar voters are moving to Kirsten Gillibrand, a fellow senator from New York who has been increasingly touting her record on rural issues in Iowa, and Mayor Pete Buttigieg.

And breaking news now coming into the NBC Newsroom. We have just learned that former Vice President Dick Cheney is dead at the age of 78. He was found dead in his home office this afternoon by his wife Lynne. Doctors say that he suffered a massive heart attack. Cheney had a long history of heart problems and received a transplant in 2012. His daughter Liz put out a statement just a moment ago confirming her father's passing.

Thanks for staying with us here at MSNBC. That was former Vice President Joe Biden praising his predecessor Dick Cheney at a campaign event just a few moments ago. Biden said that Cheney was a wise and pragmatic leader who helped the Bush administration and "served honorably." His remarks pay tribute to Cheney who passed away earlier today, but they are almost sure to rile angst among the liberal base who have long loathed Cheney and are likely unwilling to erase some of the more questionable parts of his record.

Chris Hayes: So you object to Vice President Biden's remarks earlier today?
Mike Gravel: Object? Chris, they're embarrassing. Come on. Dick Cheney was a war criminal and he's on his way to Hell - I just wished he'd gone by way of the Hague.

Congressman Eric Swalwell was campaigning in New Hampshire this afternoon where he told the crowd that he was "right" about the Mueller Report and that he is "right" about his ability to beat Donald Trump in the general election. Swalwell's campaign has had a hard time getting off the ground in New Hampshire, but the Congressman insists that he is poised to provide generational change and a bipartisan spirit that the country desperately needs. He has also been hitting on a message emphasizing gun safety legislation.

Donald Trump: Richard Bruce Cheney - I call him Dick - Dick Cheney was a great guy. He was a national hero. In the wake - I mean you had a tremendous event on 9/11 - you had the towers coming down. It was horrible. Horrible. It was a dark, dark day. A dark day. And there was Dick Cheney ready to take command and make sure America was safe. And you know what? There wasn't another attack. No, there wasn't. There wasn't another one under his watch. And now you have Liz - Liz is doing terrific work in the House, and it's because of the example her father set.

A new national poll released from NBC News shows Senator Bernie Sanders leading the Democratic field. It is one of the only polls to show Sanders leading Joe Biden, who is one percentage point behind. Biden's campaign has really struggled to connect with voters since the debates began. A brief surge after his announcement dissipated when more candidates began getting national exposure. Some mix-ups in the debates and on the stump, including recently praising the late Vice President Cheney, have made voters question whether they want another coronation like in 2016. Behind Bernie and Biden are Senators Harris and Warren - two strong contenders who have been closing in on Mayor Pete Buttigieg, in third place, for the last few weeks.
