1. 104 Senators shall serve four year terms, with every state having an election for the Senate race every midterm and every Presidential cycle.
2. Senators shall be limited to four terms.
3. Representatives shall now be elected by Proportional Representation - Party List. The leader shall be first, automatically, and the voters shall choose the order of the list in a primary by IRV. The specifics may be decided by a party’s steering committee.
4. 301 Representatives shall serve two year terms, elected federally.
5. Representatives shall be limited to eight terms.
6. Every ten years, a new President shall be elected. One candidate shall be nominated by a majority of the Senate; one shall be nominated by a majority of the Representatives; one shall be nominated by the outgoing President; and one shall be nominated by a majority of the Governors.
7. The President shall choose someone to form a majority government as Chancellor, who will have two weeks after the mandate is given to form such. At such time, the mandate shall be opened for four weeks. If no majority is given to the President within these six weeks, an election shall be scheduled to happen within another six weeks.
8. The President shall have the ability to veto up to ten members of the majority, excluding party leaders, from serving in the Cabinet unilaterally.
9. At least one-fifth of the Cabinet must come from the Senate, and at least one fifth must come from the House. Any member outside of the Senate or House must be approved by the President and confirmed by both houses.
10. Only a three-fifths vote in both Houses shall override the President’s veto.
11. A government may have a vote of confidence held if the Chancellor requests it, if the President requests it, or if a majority of the House signs a discharge requesting it.
12. The President shall be commander-in-chief and head of state for foreign affairs.
