of the Second Council of Lincoln

Good evening to all of Lincoln, and a very special welcome into these hallowed halls to our wonderful new Councillors. Tonight, we gather here in the Chamber of the Council to start working. We gather here, for a second time under our current system, to start charting the course of the Lincoln we want, the Lincoln we need, and indeed, the Lincoln we deserve.

We would be lying if we said the First Council went flawlessly. We would be betraying the truth if we were to claim that there are no faults in our system. We would be hiding reality if we said that we need not change a thing. However, we would more dangerously be threatening stability and accountability if we were to claim the whole place is rotten: I know that the incoming Councillors have the wisdom to discern what is needed to change from what is not, the courage to do what they need to do for our people, and the proactivity to argue in a good-faith, factual manner with foundations upon the principles of truth and law Lincoln is built upon.

Three months, almost to the day, since we last gathered here, Councillors, we are wiser, we are stronger, and we are, I do believe, more active than we were. The variety and liveliness of the new Councillors is so vibrant that it reflects the life and diversity of the people that we gather here to represent. I will aim to be a guiding hand, more than I was in the First Council, to ensure the good workings of our halls of power, and to hold our government accountable to the sacred commitment it-we-have to the people: a duty to actively represent and fight for the voice of every Lincolnite. On a more personal note, I know that, due to the composition of this Council, the values of justice, equality, and opportunity will be the guiding principles of all our deliberations. I quote a statesman I very much admire from a time long gone, Franklin Delano Roosevelt, when I say "Let us never forget that government is ourselves and not an alien power over us". Everything this Council does, it does with, for, by, and about the people. You are our driving principle, and a very big part of how we accomplish that representative government is by having active participation in the government: the possible channels are many, and activity doesn't stop after election day. It continues, constantly, incessantly, as all opinions and backgrounds are heard.

Let us go into this Council with a clear conscience of the challenges we have faced, but also with a hopeful, proactive disposition for a more efficient future. Let's hope any changes to our government result in not retrogress but progress, and let's work accordingly to accomplish it.

Now, Councillors, our sacred task of governing begins. I have been approached by Councillor PyroTheFox on forming a government, and I have heard his motion. We will now proceed to a vote of confidence on his proposed government. Now, show me, Councillors, who has the people's confidence to form my government. All in favor of Mr. Pyro's motion vote AYE, all against vote NAY.

It is my honor to accept this designation as Chancellor of Lincoln. I am privileged to be standing in the shoes of the Right and Honorable Chancellor DKrol, who greatly assisted in the recovery of our Council from deadlock last session. I too am glad to find that we have taken the first steps toward forming the official government of this 2nd Session of the Lincoln Council. Last, a fond thank you to His Excellency the Governor for his words of reassurance as we face the challenge of making certain we all achieve and retain an active and efficient process of governing this region.

Now, I would like to formally nominate Councilor Tack50 to the roll of Council Speaker.
This vote shall last 24 hours, or until all members duly elected have voted.

All those in favor of this motion vote AYE, all those opposed NAY.

Just in case, I also formally accept the nomination for Speaker. I would recommend the Chancellor to explicitly create a resolution for the election of a speaker (equivalent to L 1.2: The Speaker Election Act) from the 2nd Council, and also a thread for introducing legislation to the 2nd Council of Lincoln; in order to keep previous precedent. Introducing a resolution for the election of the Chancellor (equivalent to L 1.1:  The DKrol Ministry Confidence Act) may also be a good idea, but we are probably too late for that anyways.

As per precedent though, the vote on said resolution (and Speaker) can happen here though, and the Chancellor vote is also valid.
