Nevada.

Too hot, too dry, too garish in the cities, too bland in the Burbs. The one good part of the whole state is utterly overshadowed by the much greener side over the border.

Florida's a close second, but at least they have The Everglades and the Keys, which belong exclusively to them [whereas Lake Tahoe is not Nevada only]

The answer is objectively Alaska due to the miserable cold- unless you could afford to have it as only a summer home

Guaranteed lack of miserable heat, also nice landscape, and that Permanent Fund thanks to the oil.
