105th had less bad overall. I dislike both of course and at least there was no welfare reform in the 105th along with spending cuts and deregulation of the telecommunications industry. Although the 105th cut the capital gains tax... OP mentioned the impeachment of Clinton but that pales in comparison to what I listed above.

Shutting down the government and gutting welfare is bad. Impeaching Bill Clinton is good. Not a hard choice.
