Section 2. Setting a Higher Minimum Wage

(a) In general. -

29 U.S.C § 206(a)(1) is amended to read as follows:

(b) Eliminating lower minimum wage for newly hired employees who are less than 20 years old. -

29 U.S.C § 206 is amended by striking subsection(g).


(c) Minimum wage for learners, apprentices, and messengers under special certificates. -

29 U.S.C § 214(a) shall be amended to read as follows:

The Secretary, to the extent necessary in order to prevent curtailment of opportunities for employment, shall by regulations or by orders provide for the employment of learners, of apprentices, and of messengers employed primarily in delivering letters and messages, under special certificates issued pursuant to regulations of the Secretary, at such wages lower than the minimum wage applicable under section 206 of this title, which shall be not less than 85 per centum of the otherwise applicable wage rate in effect under section 206 of this title, and subject to such limitations as to time, number, proportion, and length of service as the Secretary shall prescribe.


(d) Minimum wage for students under special certificates. -

(1) 29 U.S.C § 214(b)(1)(A) is amended to read as follows:

The Secretary, to the extent necessary in order to prevent curtailment of opportunities for employment, shall by special certificate issued under a regulation or order provide, in accordance with subparagraph (B), for the employment, at a wage rate not less than 85 per centum of the otherwise applicable wage rate in effect under section 206 of this title, of full-time students (regardless of age but in compliance with applicable child labor laws) in retail or service establishments.

(2) 29 U.S.C § 214(b)(2) is amended to read as follows:

The Secretary, to the extent necessary in order to prevent curtailment of opportunities for employment, shall by special certificate issued under a regulation or order provide for the employment, at a wage rate not less than 85 per centum of the otherwise applicable wage rate in effect under section 206 of this title, of full-time students (regardless of age but in compliance with applicable child labor laws) in any occupation in agriculture.

(3) 29 U.S.C § 214(b)(3) is amended to read as follows:

The Secretary, to the extent necessary in order to prevent curtailment of opportunities for employment, shall by special certificate issued under a regulation or order provide for the employment by an institution of higher education, at a wage rate not less than 85 per centum of the otherwise applicable wage rate in effect under section 206 of this title, of full-time students (regardless of age but in compliance with applicable child labor laws) who are enrolled in such institution. The Secretary shall by regulation prescribe standards and requirements to insure that this paragraph will not create a substantial probability of reducing the full-time employment opportunities of persons other than those to whom the minimum wage rate authorized by this paragraph is applicable.


(e) Minimum wage for employees with disabilities under special certificates. -

29 U.S.C § 214(c)(1)(A) is amended to read as follows:

(A) lower than the minimum wage applicable under section 206 of this title, which shall be not less than 85 per centum of the otherwise applicable wage rate in effect under section 206 of this title,


Section 3. Implementation

This Act shall take effect 60 days after passage.

This bill will help workers earn higher wages across the board, while maintaining the exceptions for certain types of workers (students, handicapped people, ect.) to maintain their opportunities for employment.

Previous attempts to raise the minimum wage at this level have been rightfully struck down (even people in left wing parties voted against it) because we have already seen an increase in the federal minimum wage. If a region wants to set a higher minimum wage, nothing stops them from doing so, and this is ultimately where the issue needs to be taken care of. A $15 minimum wage does not work everywhere, nor should we be forcing areas where it isn't feasible to abide by this. It will only hurt workers in those areas, not help them.

It is also worth mentioning that a $15 minimum wage, this will cause prices of goods and services to go up to ensure employers can remain in business, especially in places where an employer can't afford to pay that much. In areas where people are already poor, this means it becomes harder for them to obtain the same items they need because they can no longer afford it.

29 U.S.C § 206 is amended by striking subsection(g).


(d) (c) Minimum wage for learners, apprentices, and messengers under special certificates. -

We abolished the tipped minimum wage twice over, actually. Once under the DFW admin, and then TEPA did it again (along with a couple other tip-related policy changes) during, iirc, the last days of Yankee II admin.

I don't see why you are wasting time on this, Jimmy.

You voted to table a bill just a few months ago that aimed to raise the minimum wage (which is already higher in game than IRL). You clearly agreed at the time that this was best left to the regions. One of the other Labor Representatives in this chamber as well as the Peace Representative also voted to table it for the same reasons, TSA and Razze.

I agree with Representative Tea Party Hater. While I favor a minimum wage increase, we should leave it for the Regions of Atlasia to decide if they want to raise their minimum wages - or not - according to the needs of their population, like the cost of living.

I'd like to hear from the Representatives that voted to table the last minimum wage bill that allowed for a decent minimum wage that was reasonable enough that the regions could go higher if they wished but are now supporting this.

You don't get to skate by on this bill without answering.

How many times will I have to say, the regions have already done a better job handling this? Last time I checked, regional legislation has already ensured that areas with high cost of living have a suitable minimum wage. This will just screw with low cost of living areas while attempting to solve a problem that has already been solved.

These are very legitimate concerns, that we seriously need to hear from supporters of this, especially ones who voted to table the last minimum wage bill, why this should be supported now instead of leaving it to the regions as they agreed to a few months ago.

It has been almost 3 days and none of those representatives have addressed this concern, despite a couple of them having posted on this thread.

For the same reasons I voted to table the last bill that came out that addressed this, I said it was best up to the regions to decide and I still hold to this, a drastic increase nationwide to $15 would cause a shock to the economy.

The concept of a nationwide minimum wage is a joke. Notify me when Congress can agree on a number that works for both Los Angeles, California as well as Luverne, Minnesota.
