Buchanan runs as an Indepedent, Perot doesn't run, and the Reform Party doesn't exist.

I don't think Buchanan breaks even 5 percent. However, I think ironically he would have maybe gotten a faithless elector to vote for him instead of Dole, therefore doing better electorally than Perot by default

Why would Buchanan appeal to the South?

Buchanan ran well in the southern primaries against Dole. Also he maintained that he’d run as an independent if Dole picked a pro-choice VP. So in this timeline we could assume that Dole did.
