Someone who wants open borders because they think Hispanics tend to be pro-life would be socially conservative but culturally liberal while someone who's pro-choice but is fearful of Syrian refugees voting for Sharia Law would be socially liberal but culturally conservative.

I mean it's not unassimilated immigrants by and large who are encouraging political correctness and making society more secular.

While this is an important distinction, the vocabulary is not to my liking. When I think “culturally conservative”, I think of social conservatism without the religious elements but with many of the same norms... preferring two-family households, modesty, stability... In that sense Bush is far more a cultural conservative than Trump.
