Luria won by 2.2% in this district, which Trump carried by 3.4% in 2016.

I mean its really just not moving. It swung R and had a marginal D trend in 2016.

Erm yes it is? D's have nearly swept in VA Beach since 2016 - in addition to Luria winning, Northam and Kaine won there and they picked up two HoD seats there and came about three points away from picking up a third in 2017.

Trump and the GOP will almost certainly triage the state which should help Luria and Spanberger at the margins.
