to expand the sales tax exemption to feminine care products.

Section 1 (Title)
i. The title of this Act shall be, the "Pink Tax Repeal Act of 2019."

Section 2 (Creation of tax exception)
i. No state or locality may impose any tax on the sale of feminine hygiene products.
ii. All previous regional, state, or local taxes on the sale of feminine hygiene products are hereby repealed.
iii. No regional sales tax or VAT imposed in the future shall be considered to apply to feminine hygiene products unless explicitly stated in statute.

Right.

So feminine hygiene products do not fall under healthcare exceptions to sales taxes in many states despite being, well, an essential product - and sales tax exemptions are primarily intended for essential products. Since these exemptions apply to lots of other, not-as-necessary items (The most infamous being, of course, Viagra). So it's time we ended the discriminatory practice of refusing to acknowledge that feminine hygiene products are essential items.

Might be worth amending it to specify menstrual products. Not everything considered part of feminine hygiene products is actually essential (ex. douches and feminine wipes).
