Kentucky is an awful place to choose to live

KY, IN, OH and IA are becoming redder, due to a no tax increase policy, that the states have pledged, through the state legislature and the governor. However, cigarettes, alcohol, and lottery sales taxes have increased, but not the state income tax.

KY, is too conservative.

It's not a blue state, it's a red state, as stated earlier, the state raises its taxes for schools and road construction on consumer goods, not state taxes.  It's a tax reduction state.  It doesn't spend taxes on stadiums or many tourist attractions, but casinos and lottery sales, like IN, OH and IA
