I have an older relative, artistic and quite liberal, who recently retired from Chicago to Berea, KY. The town has a serious arts vibe with a number of studios and an organic farm right in the town. It's an hour from Lexington and two hours from Louisville. She enjoys living there in spite of the overall conservative politics of the state. I've visited a few times in the last few years and it's a nice community, not unlike other small college towns.

That depends on what you consider dry.
