Amending Votes on Legislation Act

1. The threshold to override a filibuster shall be changed to at least 60% of Councilors, rather than the current requirement of 66.67%

2. Bills relating to economics may be passed by budget reconciliation. However, with this move, a bill must be cosponsored by at least two other Councilors. The bill must include at least 60 percent of all amendments offered to the bill. This option shall only be available if the Coucnil has 4 or more members. A bill with budget reconciliation may not be filibustered

Honestly, is there even anyone who wants to bring back the broken system of filibustering and budget reconciliation?

This is an improvement from the RL US Congress; we shouldn't allow a couple of legislators to stop legislation right on its tracks. A timed filibuster of 10 days should be more than enough time to try and stop a bill (if it doesn't have enough votes to pass) or at least amend it so it's more palatable.

Of course the minority has rights and no one is taking them away. The minority has the right to propose legislation, to propose amendments to existing legislation, to make statements to the chamber and to vote No Confidence on the Chancellor if it needs to.

The minority does not have the right to unilaterally stop legislation on its tracks. If they want to do that they need to, you know, win an election.
