Does the Supreme Court only decide whether laws are Constitutional or not or do they also rule on other things?

Yes. They also interpret what federal laws mean. The second Obamacare case (King v. Burwell) is a perfect example. They also can handle cases ruling if lower courts handled it properly (such as when they overturned the conviction of former Virginia Governor Bob McDonnell) and determine if states properly follow federal law (the most famous example of this would be Bush v. Gore.)

Yes. The most prominent of these by far are water rights disputes, a few of which come to SCOTUS every now and then.
