Possibly. See for example United States v. Playboy Entertainment Group, 529 U.S. 803 (2000), although that was a close ruling with weird coalitions.

1. The V-Chip law is still in effect.

2. There’s no statute of limitations on talking about a law, even if that law gets repealed. Discussing laws has intellectual value. Also, wouldn’t you like if people were still talking about the PATRIOT Act?

you know, I've been a parent, buying TVs for the last 20+ years and I had totally forgotten about the V chip.  Seems kind of quaint now that children have the internet.
