I say it like "cutter", but only because I like the way it sounds best.  I think the second one, kuh-TAR is how it's supposed to be said, but it doesn't feel right to say.

The Saudi Arabian guy I kinda knew in college said option 2 and rolled his eyes at 3/4/5.

I heard "KAY-tar" (rhymes with radar) some growing up, which sounds awful now.

We are not obligated to pronounce foreign names with non-English pronunciations. I've never understood why some smartasses feel differently about Qatar (and in America, Chile too) than they do about Pakistan, Mexico, or whatever other country.

That is the normal pronunciation of Moscow is American English (at least for everyone I know) and Chile can go either way but I usually approximate the Spanish pronunciation to avoid confusion with the adjective or the food.

Anyway, Option 2.

The same way we pronounce "common cold" in Polish, which is the very same word (katar).

Of course I had to be very careful at my Arabic classes to give a proper native pronounciation.
