Question about "close class" for OR and WY?

Which precinct in OR are you looking at?

I'm assuming this would be Clackamas County precinct #373 or at you looking at the precinct in Hood River County?

I guess since not everyone lives on the top of the tallest Mountains in the US, the question would be to determine which county is the peak of the mountain located in so you can drill it down to the precinct containing the peak?

I ended up deciding on Hood River County for OR - the one in Clackamas county is only plurality Clinton. I also went with Fremont County in WY. This is based on Google Maps - which may not be a picture perfect source.
