In 2004 Bush won 44% of the Hispanic vote, far more than any Republican before or since, while in 2000, he won 35%, closer to the norm for Republican nominees. Was this just because of 9/11?

Probably to an extent, but I think Bush's "compassionate conservatism" and support for comprehensive immigration reform likely helped more.

It had more to do with the GOP at the time not yet embracing an anti-illegal immigration platform.

Bush got around 39% of the Hispanic vote if you look at some of the more in-depth analysis that has been done on the issue, even the 2004 exit polls themselves suggest that if Bush had lost the Hispanic vote 44-55, he would have won the NPV by 3.3%, not 2.4%, the reason he only won it by 2.4% is because he lost Hispanics by around 20%.

It was rather because of his pledge to reform the immigration system and his fluency in Spanish.
