This bill will hereby be known as the Southern Investment Act

Section 2: Provisions
1: Any small business from either the Lincoln Region or Fremont Region that wishes to establish a business in the South will do so without paying 3 years worth in taxes.
A: Any business that falls under the Small Business Administrations criteria for a small business will receive this tax incentive.
2: Small businesses that move to the South from a different region that choose to purchase property to operate their business from shall be exempt from paying any taxes for the next 3 years on that property.

Section 3: Implementation
This act will go into effect immediately upon becoming law.

This seems overly generous considering that most small businesses go broke in the first 3 years.
I think a 50% reduction is a far more reasonable offer, IMO.

I think 50% removes the incentives designed to bring business here. I mean let’s face it, this is probably one of the more better ways we end up getting people coming here.

We already have lower taxes than other regions. And they'd only be paying half of that for the first three years. I fail to see how that "removes the incentives". Also those up in Nyman proposed a bill to stop this. Thankfully it failed and the President would have vetoed it had it passed.

I mean it removes a big chunk of what they’d be coming here for. I could however reduce it from three years in taxes right to two though. I don’t think we should slash it in half. We have low taxes yes, but let’s push for people to come here and want to come here even more. This bill does that.

How about the first 12 months with no business tax and then the next 5 at 50% of the normal rate? This means that this over a 6 year period is getting a similar effect but they are actually contributing to the public purse earlier.

If there are no objections after 24 hours the amended text will be the active version of the bill. If there are any objections voting on the amendments will begin at that time. Proxies will be accepted.

If I may interject, wouldn’t it just be one whole amendment?

From a legislative perspective, it is in order as either two separate amendments or one en bloc amendment, as it modifies two separate parts of the bill. In this case it has been offered as two separate amendments. Since the amendments do not overlap each other, the votes can occur jointly.
