It's necessary that vehicles make some noise; sound is very helpful for persons with vision problems

that was the argument when they tried this here a few years ago.  I don't know a lot about blind people, but if this argument is correct, they regularly cross roads but only when they don't hear a car coming.  That sounds insane to me.  What saves them from bicycles or quiet cars?
