Section 1: Title
This bill will hereby be known as the Stellar Astronomy Resources act, or STAR Act for short.

Section 2: Provisions
1: A surcharge on municipal hotel occupancy tax for the promotion and preservation of dark skies through construction and maintenance of infrastructure that reduces light pollution and sky glow.
2: This surcharge will only apply to municipalities whom have applied for or received International Dark Sky Community designation.

Section 3: Implementation
This act will go into effect three months after becoming law.

This bill was inspired by legislation proposed by an IRL TX State House Representative, and edited accordingly.
I have brought it to this floor as means of encouraging activity but to my disappoint no delegate has posted in this thread except me and 2/3rds of the posts are by the Governor, not by members of this chamber.

Mr. Speaker,
My attention has been on other bills, and I was hoping for a bit more of an explanation before commenting. I would like to ask you Mr. Speaker as the sponsor of this bill, why is there no figure for the surcharge? Or Mr. Speaker, was this a part of trying to spark discussion?

I'd like to ask the honorable delegates of this chamber if any of them would like to propose an amendment providing a figure for this surcharge.

Mr. Speaker this is almost a replay of S.19.2-21: Southern Investment Act, where 90% of the discussion was between one delegate of this chamber and the Governor. On that occasion, I was that delegate.

Objection!

Mr. Speaker you haven't answered my question and further more there is no figure set for the proposed surcharge.


I fail to see how this bill will be workable if we are leaving the figure of the surcharge as totally ambiguous.

This was a "boost activity" bill and not a "personally advocated" type of bill anyway.
I'm all ears for suggestions to make it more specific.

I am more inclined to motion to table.
It is a shame that the rest of this chamber can't be... bothered to contribute to the debate. Most of the bills this chamber has seen since the loss of 3 members in May have had very limited debate. I hope that the new chamber elected after the looming Southern election will see a must needed increase in activity.

If I come back tomorrow and there hasn't been an amendment proposed I will motion to table.
