To encourage free and fair domestic commerce

Section 1: Title

This legislation may be cited as the Fair Commerce Act.

Section 2: Text

1. The Carry On My Wayward Son Act is hereby repealed in full.

2. This law shall take effect immediately.

As the South is considering similar legislation, I've used my authority as First Minister to move this bill up to the top of the queue.

I would like to say that I am very pleased that the three regions are engaging in talks and mutual disarmament against poaching bills and tax incentive bills that are offensive to other regions.  Currently, the South's bill will only go into effect provided that a resolution is passed respecting the result of the Southern Regional referendum on their new flag, which I will amend to the bill accordingly:

2. It is resolved that the Parliament of the Commonwealth of Frémont respects the result of the Southern Regional Flag Referendum.

3. This law shall take effect immediately.

I object. I am, to say the least, disappointed to learn the Chamber of Delegates has chosen to attach additional demands to their offer of disarmament. Considering they initiated this conflict in the first place, such behavior is very unfortunate.

Proposing an amendment. If the South is going to be petulant and childish with their moronic conditions I see no reason why Fremont shouldn't attach conditions to passage too.

2. It is resolved that the Parliament of the Commonwealth of Frémont respects the result of the Southern Regional Flag Referendum.

3. This legislation will come into full effect only when all the following criteria have been met:
a. It has been signed by the First Minister
b. Legislation of a similar nature in the regions of Lincoln and the South has repealed.
c. The regions of Lincoln and the South have passed a resolution stating that they respect the unqualified supremacy of the Commonwealth of Fremont.
d. The South passes a resolution taking complete and total responsibility for initiating this pointless charade.

Section 2: Text

1. The Carry On My Wayward Son Act is hereby repealed in full.

2. This legislation will come into full effect only when all the following criteria have been met:
a. It has been signed by the First Minister
b. Legislation of a similar nature in the regions of Lincoln and the South has repealed.
c. The regions of Lincoln and the South have passed a resolution stating that they respect the unqualified supremacy of the Commonwealth of Frémont.
d. The South passes a resolution taking complete and total responsibility for initiating this pointless charade.
e. The South passes legislation immediately ceding Kansas to the Commonwealth of Frémont.
f. The South passes legislation transferring all territory west of the Mississippi River to Frémontian jurisdiction within one year of its passage.

I am pleased to announce that, with the passage of the PRAG-Co Act in the South, and now with the signing of this bill, the long, unnecessary trade dispute between Frémont and the South is officially over.  I would like to thank Speaker Truman, Southern Speaker Muaddib, Governor Young Texan, and everyone else who worked to make this day possible.
