Harry S. Truman is always ranked among the best presidents. But I've noticed most of the accomplishments he's admired for happend in his first term (or the term he inherited from FDR). Handling of WWII, Marshall Plan, Berlin Air Lift, Desegregation of armed forces etc. all happend from 1945 to 1948. Other than formation of NATO and a few lukewarm legislative successes, his second term was overshadowed by Korea, the loss of China, corruption issues within the admin and the 1952 Steel Strike. He left office with a historic low approval number for any prez.

I'm curious about this question: What if he chose not to run 1948? Would he rank even higher? This would eliminate the negatives about his presidency, while accomplishments still count.

Probably not. Even with his 2nd term having taken place, he's been ranked as high as 5 in the historical rankings, & considering it's damn near impossible to break the top 4 if you're not Lincoln, Washington, or the Roosevelts, so had his presidency been limited to its first term only, he'd either remain where he is in the rankings or potentially be ranked even lower, considering many of his second term actions, while initially unpopular, have been looked upon kindly with hindsight.
