The issue I have with accepting the amendment in its current form is that, by having the revised fossil fuel taxes, there may be a double tax put on the people of Lincoln.

It would be nonsensical to put down the official results straight from the people, nor would a cross comparison be necessary since it occurs at the same time as the overall budget. In that case, removing the portion in its entirety, while presenting the “official” budget + referendum would be more apt for this situation.

Let me say, all of this confusion is making me regret creating the spinoff out of the budget in the first place. I merely should have sticked to my initiative in the official budget.

Not every tax we have in the budget is a 'new' tax.
Including the corrected information will only state what the current tax is.
To follow precedent, we should specify the law in the budget's text (ie; Gax Tax (LC 3.2)).

Fellow Councilors, with the the legislature set to dissolve in several days, I would like to put forth a proposal regarding the budget. We have worked extensively to close the deficit gap, and in my determination we have done remarkably well to cut the figure down from nearly $250B to $65B. Keeping in mind that the current budget accounts for about $40B in one-time spending and about $23B in debt interest, we have certainly laid the groundwork for a far easier negotiation this time next year.

Now, I believe it is pivotal that we pass the budget before the Council dissolves. The truth of the matter is that unless we pass the budget as-is, the region of Lincoln will continue to have a de jure 'government shutdown' until some time in September at the absolute soonest.

Therefore, I shall motion for a final vote.
I would implore all Councilors vote in favor of passage.

16. No budget or appropriation bill shall be passed by the legislative power of this Region for which the totaled expenditures exceed the sum of all revenue collected in the previous year, except if there is an override vote. An override vote requires a majority of 3/4 of the legislative power unless there has been at least a 4 year gap from the most recent override in which case a 2/3 vote is sufficient.

And the interpretation here is they don't. 2/3 of Councillors present and voting are what matters, not 2/3 of Councillors elected. The wording refers to Councillors, not seats, and there being no Councillor to relate them to, vacant seats don't count.

The key point is that it's up to interpretation. The constitution doesn't specifically define the procedural meaning of "legislative power", so it's up to interpretation. And as you've interpreted it, someone else might interpret it differently and consider filing a lawsuit.
