Section I: Creation of Department for Rural Development (DfRD)

1. For the purpose of creating jobs and developing rural areas with a high share of people living below the poverty rate, the Department for Rural Development (DfRD) is hereby created.

2. The DfRD shall be presided by the Minister of Internal Affairs, and a 3 member board appointed by the Lincoln Governor upon his/her election.

Section II: Operation

1. The DfRD will have an annual budget of $2 billion dollars, or 0.25% of the Lincoln budget, whichever is larger.

2. The DfRD shall be tasked with aiding local private and public companies in creating jobs and developing rural areas.

   a. Rural areas with a share of 20% or higher of the population living below the poverty rate are prioritized.

   b. After areas described in (2.2.a), next prioritized are rural areas with an unemployment rate higher than 10%.

3. The government of Lincoln shall have full and direct oversight on the allocating of funds by the DfRD.

4. This bill ensures funding for the DfRD for 5 years. It may be renewed for one or more subsequent periods of 2 years at a time.

Section III: Implementation

1. This bill shall come into full effect July 1, 2020.

It does not preclude the use of funds for either purpose (I cleaned up the bill but it still is basic and should be workshopped), though if you guys want to add specific language for those proposals in the form of amendments, they would be deemed friendly.

What sort of provisions do you have in mind?
Ideas such as grants for small businesses, incentives such as lowered taxes, and money to start a business.

I was thinking 5-10 percent the Departments budget could go towards a task force devoted to rural broadband. As long as rural areas don’t have sufficient broadband coverage tax breaks won’t incentivize businesses to move to rural parts of Lincoln.
