So I was thinking, what if there were a redistricting commission for each county, that would draw the supervisor districts, and perhaps any city council districts. Or there could be redistricting commissions for larger cities. These local commissions could also delineate "communities of interest". That work could begin prior to the census.
Then those persons who proved more able on the city redistricting commissions could be appointed to a county redistricting commission, with alternates moved into the city commission. The members of the county redistricting commissions could serve as a pool for the state commissions. Just for variety there could be separate commissions for congressional districts, and legislative (plus SBOE) districts.
