if a state is an exact tie in the electoral votes, what happens?!? Will it be certified or will it be decided by a coin flip in the State's Supreme Court following the recounts?!?

I assume you mean if a state is tied in popular vote. I assume there is state law to determine a victor, but I'd argue in this scenario, the state should split its electoral votes - not sure how to handle an odd number but it's crazy to me that one voter could have a major impact on an election in such a scenario - imagine if a state like Florida were tied...what a cluster.

It depends on state laws, but I think most states will break the tie by drawing names from a hat or by a coin toss.

Imagine the fate of the free world based on a literal coin flip.

I would just toss out their electoral votes and declare the state neutral.

SCOTUS would have their say on a tiebreaker if popular vote is tied in a single state. See Bush v Gore 2000 for details.

Also, my understanding of the law in New Mexico is that in the event of a tie the state's electoral votes are determined by Kevin Costner, and hilarious hijinks ensue as both Presidential candidates attempt to personally woo him for his vote.
