HOUSE BILL

SECTION I: NAME
a. This law shall be referred to as the Promotion of Film Studies Act

SECTION II: PACKARD CAMPUS REFORMS
a. The Library of Congress’s National Audiovisual Conservation Center and its contents shall be open and available to researchers to the same extent as is permitted at the Library of Congress’s main campus.
b. The National Audiovisual Conservation Center shall be permitted to contract with private partners for the purposes of holding events to promote the Center and its contents.
c. This act shall take effect immediately.

I sincerely apologize for the lengthy delay in advocacy.

The National Audiovisual Conservation Center is a part of the Library of Congress and contains much of America's film and radio heritage. Presently, some archival works are restricted from research on the grounds that certain prints are still copyrighted or do not fit into the public domain yet.

This Bill would eliminate those restrictions purely for research purposes. It would also allow the Center to work with private organizations and groups to promote its archives.

Yea the holdings are largely original prints, footage, scripts, and other materials that went into making films preserved in the National film registry as well as a ton of old silent reels.
