Section I: The Amendment

1.  The Lincoln Constitution shall be amended as follows:

Every bill passed by the Council, before it becomes law, shall first be sent to the governor. If he approves of it, he should sign it and it will become law; but if he disapproves he may refer the bill to a general referendum. The Council may override the reference of the governor by a majority three-fifths vote of all elected MCs. If the governor fails to take any action on a bill within 120 hours of its passage, it shall become law.

Section II: Implementation

1. This Amendment shall go into immediate effect once approved by the people of Lincoln.

This is a sensible amendment to the Lincoln Constitution that will limit the Council's ability to override the Governor. Shifting the override vote requirement from a majority to three-fifths ensures that the powers of the legislature will not be absolute.

Are there any comments, concerns or points of interest from my fellow Councilors?

As this is a Constitutional Amendment we will need two-thirds approval to pass.

The Final Vote on LC 3.12 Legumes Deserve Respect Amendment is now closed.
All Councilors have voted. Therefore, the time automatically expires.

Nay: 2 (Thr33, DKrol)
Abstain: 0
Not Voting: 0

The Ayes have it! The legislation is PASSED.

As per Article VI of the Lincoln Constitution, LC 3.12, having been approved by two-thirds of all sitting Councilors, shall be delivered as a public referendum for ratification.
