1. All members of the Government of Lincoln, including but not limited to the Governor, the Chancellor, cabinet ministers, the Leader of the Opposition, and other Members of the Council of Lincoln, are required to take steps to reduce their carbon footprint while performing business on behalf of the Government of Lincoln.
a. At least once per week, all members of the Government of Lincoln are required to commute to their office or place of business via public transit or a means other than via a personal automobile.
b. Whenever planning a trip or visit longer than the distance from their personal residence to their office or place of business all members of the Government of Lincoln must consider means of transportation that produce fewer carbon emissions, including but not limited to walking, bicycling, busing, train riding, or sailing. Members of the Government of Lincoln may fly via airplanes if all other options are deemed to be logistically unsound.
b1. If a member of the Government of Lincoln decides that they must fly via airplane for the business of the Government of Lincoln, they are encouraged to take public flights, rather than chartering an airplane or using a private airplane.
2. The provisions of this act only related to travel done by members of the Government of Lincoln relative to their work on behalf of the Government of Lincoln and do not have authority of their private, personal, or recreational travel.

This looks good so far as a step towards protecting our environment. I don't have any ideas to amend this bill and I'll vote aye on it.

Mr. Speaker, this bill is designed to put the Government of Lincoln on the front foot by being proactive in the fight to combat climate change. I am glad to see my fellow councillors speak words of support and encouragement for my bill.

Mr. Speaker, I offer the following amendment:

This is a perfectly reasonable policy. I myself ride a bike every time I can from the Governor's Mansion to the Capitol. I have no major concerns regarding it, and congratulate The Right Honorable member for such a useful proposal--really a change worth making.
