One Tax On Carbon Act

Section I - No doubling up on existing Taxes
1.   As a Federal Carbon Tax is already in place it is unfair for Southerns to be further financially punished by the imposition of an additional Carbon Tax imposed by a region. As such while a Federal plan is in place Southern Region will not pass a Regional Carbon Tax/Duty/Levy/Excise or other financial impost on carbon emissions.
2.   Should a Federal Carbon Tax be repealed a Regional Carbon Tax may be levied (Subject to Section I - 3)
3.   Should a Federal Carbon Tax exist any Regional Carbon Tax will be automatically repealed.

Section II - Transitional Power and Long Term Power
1.   The Southern Government sees Nuclear energy a short to medium term stop gap solution till renewables are financially competitive (ie without subsidy).
2.  The Southern Government aims to be at least 80% Nuclear by 2040
3.  The Southern Government will continue to push for a Nuclear transition to a carbon neutral future.

Fellow Delegates,

Back in 2017, the Federal Government decided to Introduce a Carbon Tax. So action is being taken on climate change. Can Y'all repeat that last part? "Action is being taken on climate change"

As a Region we already had the Clean Energy Act, back in the 6th session of this chamber. Which means the South has been acting on climate change for ages. The Clean energy act provided us with a plant with a total of 16 CANDU nuclear reactors linked together. 9,000 Megawatts worth of coal generation in Texas was decommissioned. That was half of the coal power generation in Texas at that time. So action is being taken on climate change. Repeat after me "Action is being taken on climate change".

Rising the price of energy further through taxation will hurt those who can least afford it the most. Some of these folk are going to have to choose their fridge or their heater? Double dip taxation on this issue will only hurt the working class. Creating a money go round to take from one pocket to put back in the another pocket is quite simply bureaucratic red tape gone wild. I am yet to see a further carbon pricing initiative that doesn't advocate for further money-go round. When we already have action being taken on climate change.

The South will never resolve climate change without a Regional Carbon Tax. In future sessions, my bill will simply include an additional line repealing this.

The federal carbon tax does an adequate job of handling the issue and provides additional benefits to the people through green checks and funding the Renewable Energy Rebate and Subsidy Act.

Imposing an additional regional carbon tax is basically just saying how much you hate the poor and middle class, because it will only hurt them.

Isn’t it questionable whether a legislative assembly can bind its successors ?
