In what ways can a 2020 Democratic president, with a Democratic Congress, use trade policy to help stabilize the Central American region?

Are there are other methods the US can help stabilize that region to curb the influx of migration to Mexico and the US?

Material and structural aid (investments, trade deals, etc.) and not aiding RW coups are the biggest factors to stabilizing LATAM.
