Well?

For me, it's gotta be Matt Smith.

Capaldi or Eccleston [I say this as someone started with Eccleston] might well be better actors overall, Tennant might've had better episodes in general [no thanks to him I might add], but no one captured The Doctor like Matt Smith...well except for Tom Baker...but that's Classic turf.

Probably something like:

6. David Tennant (Utter blandness, I remember I stopped watching when he replaced Eccleston because he just didn't have it.  His tenure was more about the side characters like Jack Harkness or Sarah Jane or Rose. At least he isn't The Fifth.)

5. Jodie Whittaker* (She's also a bit bland atm, but she does remind me a bit of Eccleston, and there are quite a few good moments of that quirkiness...but she is a bit contradictory, probably the most so since Tom Baker...and she doesn't quite have the pull. Hopefully the next season will establish her better)

4. John Hurt (Much more personality than either, but also not that much room to work with. Great job at portraying the weariness of existence and the inevitable mistakes made with devastating consequences, but the quirk is gone)

3. Peter Capaldi (Does an even better job than Hurt at the weariness, but also the anger, but he does come off as quite alien at parts...even if it does feel a bit melodramatic at points...mostly in his first season)

2. Christopher Eccleston (The Tom Baker-esque smile combined with a subtle jacket, all of which mask a bit of PTSD made for such a good character. Then there's the wild eyes too. Admittedly, he was the first I ever saw so...)

I've liked all of them, but Smith IMO perfectly captured a sense of the Doctor as an alien trying hard to fit in with humans...but not quite succeeding.  Tom Baker was the master of that.

I also think Smith's first season, with the Crack in Time arc, was the best in modern Who as a cohesive full season.  But Tennant's run from Human Nature through Last of the Time Lords was the strongest run of episodes.
