Right now, our next objective is Mars, which is why the NASA is planning to put in place a base on the Moon in the next 4 years to use it as a staging post for missions to the Moon and Mars. So as President of the United States, I will make Lunar Gateway my top priority in terms of space exploration. That way, America will strengthen its status as the leader in space exploration. We'll do it by preventing wasteful earmarks from diverting precious resources from critical scientific and aeronautics research. We will commit to funding the Artemis program to ensure it has the resources it needs for human space exploration. We will also encourage public-private partnerships to fund that project, thus making sure that the establishment of a manned base on the Moon’s surface will be accomplished by the end of my first term, which will give us a springboard to a crewed mission to Mars and guarantee that the accomplishment of our objective to send astronauts to Mars by 2030 will be fulfilled and that the United States will be the first country to do so, which, will be one small step for a man or a woman, but one giant leap for mankind.

Of course, many are the candidates who talk about taking on Wall Street. But among the presidential candidates running in this cycle, I am the one who actually did something about it, who actually got things done about this critical issue.

In the U.S. Senate, I cosponsored the Federal Reserve Transparency Act of 2011 which sought a full audit of the Federal Reserve.

Because of Dodd-Frank, a big government job-killing policy adopted by the previous administration, big banks got big because the government made them big by imposing thousands of pages of regulations. Unlike small banks, big banks were able to deal with all these regulations because they had an army of lawyers and compliance officers. As a consequence, big banks got bigger and small banks were struggling to lend or to exist. So Dodd Frank was only helping out Wall Street even more. We have actually created a category of systemically important institutions, and these banks go around bragging about it. You know what they said to people with a wink and a nod? « We are so big, we are so important that if we get in trouble, the government has to bail us out. » Dodd-Frank reduced consumer choice while driving consumer costs and the compliance burden higher. This law cost almost 40 billion dollars within 5 years, has added complexity and confusion for consumers and financial intuitions, which was detrimental to the housing market, work force, and free market in general. Dodd-Frank eviscerated small businesses and small banks. Over 40 % of small and mid-size banks that loan money to small businesses have been wiped out when Dodd-Frank has passed in 2010, which bankrupted small businesses, killed tens of thousands of jobs and drastically raised the unemployment rate. Everything has changed when President Trump came to office, and that year we put forward the Financial CHOICE Act that rolled back those devastating regulations, thus giving a chance to small banks and allowing them to compete because these small banks are the lifeblood of our Main Streets.

And for years, Wall Street has been getting rich helping Chinese companies raise money on U.S. stock exchanges, without those firms being required to meet basic U.S. standards for transparency. Millions of Americans have unknowingly invested hundreds of billions of dollars in Chinese companies whose audits have never been verified by U.S. regulators because the Chinese government did not permit its companies to submit to basic scrutiny and oversight in the United States. Hundreds of Chinese companies are listed on U.S. stock exchanges through a variety of creative investment mechanisms. Their financial audits, according to Chinese law, couldn't ever be checked. What’s worse, when a Chinese firm is revealed to be involved in fraudulent activity, as happened all the time, U.S. investors had zero recourse in China. As a result, Chinese companies were bilking U.S. investors and U.S. markets were carrying huge and incalculable added risk. Something had to be done about it and that is why, in 2019, I worked with my senate colleagues to introduce the a bill that would give any foreign firm three years to make their audits available to U.S. regulators or face increased disclosure requirements. If they don’t comply, they would be delisted from U.S. exchanges.

In 2021, a contraction in economics caused a recession in this country but our administration approved the Federal Reserve Transparency Act of 2022 to audit Wall Street, making this recession one of the shortest ones in history.

So if you want a candidate ready to lead, to ensure full transparency and to get things done as I did, then I am your candidate.

Tonight's results demonstrate that there is obviously an increasing desire for party unity in order for us to bring this party together behind a leader like me who knows how to get things done and for us to start the general election campaign to pursue and secure America's future with a strong economy through free enterprise and small government, with the defense of our constitutional rights, with a free-market health care system and with a strong national security and global peace through a strong military and tough American leadership.

Tonight's results demonstrate that our country has a strong desire to pursue the progress made in the last 8 years and that requires proven and steady leadership. And I'm the one candidate in this race who has those qualities to lead. As Chairman of the Senate Committee on Small Business and Entrepreneurship so I know how to get us to full employment and that requires lower taxes for all Americans, including the middle class, fiscal discipline and the promotion of energy independence and free trade. As Vice-President of the United States, I'm proud to have helped defeat ISIS, to denuclearize North Korea and Iran. And now we've got strong national security challenges facing our country : radical Islamic terrorist threat from West Africa, New Socialism attempting to impose fear over hope in our homeland and a Middle East destabilized by a conflict in Turkey. But I'm the only candidate in this race to have openly put forward solutions to successfully face our national security challenges because that's what the American people is seeking in their next President. My friends, tonight's results has put us just 342 delegates away from reaching the delegate threshold to win the Republican nomination for President of the United States so let's use this momentum for mini Super Tuesday next week. This week, a lot of important primaries will be held, including in my home state of Florida, in Ohio, the crucial battleground state which no Republican won the White House without winning there, and the great state of Illinois. And thanks to that momentum, we will win big in these 3 states, bring us much closer to the nomination and we will finally bring our party and our people together for opportunity and to fight for your future, a bright future for all Americans.

Thank you Florida! Thank you for that warm welcome! It’s good to be home ahead of the primary that will be held here and will propel us to victory for the nomination on Tuesday and for the presidency in November.

Every single vote, especially here in Florida, counts. As you know, Florida has saved the nation so many times in the past, including in 2000 when we won this state by only 537 votes, which narrowly got then Governor George W. Bush over the top with 271 electoral votes. Imagine 9/11 with Al Gore at the White House : we would have been facing stronger terrorist threat caused by a weak foreign policy by Gore who spent his political career fighting to gut our military and our security measures and to diminish American leadership, which allowed disasters in the Clinton years such as the World Trade Center bombing in 1993, the failure of Operation Restore Hope in Somalia, Al Qaida's terrorist attacks against our embassies in Africa in 1998 and against the USS Cole in 2000. But fortunately, because Florida elected George W. Bush in 2000, we avoided such tragedies by restoring American leadership and when 9/11 occured, we took strong action against Al Qaida and we kept our military strong and, along with our allies, we deployed all the necessary troops in Afghanistan to defeat this terrorist organization. As a result, we kept our country safe and reinforced security as well as justice, freedom and democracy around the world.

And 8 years ago, Florida has once again saved our nation in the process of deciding which direction our country would be taking. But instead of chosing corruption with a person who had a private email server as Secretary of State, deleted 30 000 emails and consistently lied about why 4 U.S. ambassadors were killed in Benghazi, Florida has chosen change that got North Korea and Iran to denuclearize, got us to victory against ISIS and provided the largest tax cuts in American history, which brought our unemployment rate below 4 %, the lowest rate in modern history.

I am proud to have served Florida, whether it’s as state legislator, as the Speaker of the Florida House or as U.S. Senator. During my speakership, I led the Florida House in apologizing for the state’s role in slavery. I put together a package expanding mentoring programs for teen boys, and helped create a program modeled on the Harlem Children's Zone in Miami. With the help of my colleagues, I published a book titled 100 Innovative Ideas for Florida's Future. And 24 of these ideas became law, including multiple-year car registrations, a requirement that high schools provide more vocational courses, and an expanded voucher-like school-choice program, and another 10 were partially enacted. In the Senate, I helped block Obamacare bailouts that has eventually been abolished through the repeal and replacement of Obamacare in the last 8 years. In 2014, I sponsored the VA reform law that empowered the VA secretary to hold managers accountable for incompetence, negligence and corruption and to care more about veterans than bureaucrats. A few years later, I led the effort to pass the VA Accountability and Whistleblower Protection Act in order to protect any whistleblower denouncing any mistreatment and abuse towards our veterans. I passed tough sanctions on the Hezbollah for the sake of our national security. I fought the Obama administration to pass sanctions on Venezuelan human rights violators and passed the Girls Count Act to combat human trafficking. In order to make the Trump tax cuts even broader and permanent, I helped pass an amendment that doubled the Child Tax Credit from $1000 to $2000, which put more money in the pockets of Americans, including Floridians, and ensured the strong economic growth that America is now living. In 2019, I co-sponsored the Let Freedom Reign Act that provided military training and arms sales for the Venezuelan insurgency during the Venezuelan Civil War and helped the people of Venezuela to transfer towards democracy, liberty and integrity. In 2021, I also became the first Vice-President in office to visit Iran since the Iranian Revolution and Arsham Parsi and I discussed issues in which we managed to reach agreements thanks to Parsi’s friendliness to our country. It was in the aftermath of that visit, a few weeks later, that Parsi announced, during a Joint Session of Congress that I presided along with the Speaker of the House, that Iran going to proceed towards their denuclearization, to stop sponsoring global terrorism and that our relations with Tehran were going to be normalized. And that’s exactly what happened, getting us to stronger nuclear security, stronger stability in the Middle East and to stronger global peace.

I am proud of my record and that’s the kind of experience the American people is seeking in their next President. And that’s why we’re going to win Florida both on next Tuesday and in November, which will lead us to victory in the presidential race and that requires all of you to go to the polls, because who knows the outcome of the entire election might come down to Florida this year so you have the chance to save the nation once again like we did in 2000 and 2016 in order to pursue America’s progress. That’s why I need your support and your vote because if you give me that mandate, we will win the presidency and pursue America’s progress by promoting lower taxes for all Americans, including the middle class, by getting us to energy independence and championing free trade to get America to full-employment, by defending our constitutional rights, by keeping our military as well as American leadership strong to defeat Boko Haram, by normalizing our relations with Russia in the eventuality of a Sergei Polonsky presidency for the sake of global peace and stability and by keeping the world free from the nightmare of nuclear war through the ratification of the Fissile Material Cut-off Treaty and by keeping America’s status as the leader in space exploration by sending a crewed mission to Mars. Thanks to that kind of leadership, we will protect and even expand the American Dream and preserve America’s status as the greatest nation in the history of mankind.

Our manufacturing industry is a major pillar of our economy. The manufacturing sector composes 18.3 % of Ohio’s GDP, making it Ohio’s largest industry by percentage of GDP. The Buckeye State has the third largest manufacturing workforce after California and Texas and has the largest bioscience sector in the Midwest, and is a national leader in the "green" economy. Fifty-nine of the United States' top 1,000 publicly traded companies (by revenue in 2008) are headquartered in Ohio, including Procter & Gamble, Goodyear Tire & Rubber, AK Steel, Timken, Abercrombie & Fitch, and Wendy's. Ohio is the largest producer in the country of plastics, rubber, fabricated metals, electrical equipment, and appliances.

The Democrats keep claiming that they are the champions of American manufacturing workers. But their policies have been proven throughout history to be devastating for our manufacturing industry. In Bill Clinton’s final 3 years in office, more than 430,000 manufacturing jobs were lost. During the 8 years of the Obama administration, America lost 300 000 manufacturing jobs, including 45 000 in Pennsylvania and 37 000 here in the state of Ohio. Those declines are caused by higher taxes and regulations and an increase of the size of government, which are policies supported by both Tammy Duckworth and Jeff Merkley and that shipped manufacturing jobs overseas throughout the years by punishing businesses. We can’t afford to repeat the mistakes of the past.

Fortunately, in the last 8 years, we championed policies that promote U.S. businesses and  free enterprise by passing the Tax Cuts and Jobs Act, the largest tax reform policy in American history, by reducing our corporate tax rate from 40 % to 21 % and by repealing the Death Tax and the of the Marriage Penalty Tax, giving us the strongest economy in modern history through the lowest unemployment rate since 1970 and the creation of 7 million new jobs. Those policies helped create 500 000 new manufacturing jobs, including more than 25 000 here in Ohio, 13 000 in Pennsylvania, 18 000 in Michigan, 11 000 in Wisconsin and 22 000 in Illinois (another of the states holding a primary on March 19 along with Ohio and Florida), thus drastically reinforcing our manufacturing industry. And the renegotiation of NAFTA as well as the ratification of the USMCA further boosted our manufacturing industry through an increase of auto manufacturing by calling for 75% of a vehicle's parts to be produced in one of the 3 signatory countries in order to remain free from tariffs when moving between the U.S., Canada and Mexico, through stronger labor laws and by keeping tariffs at zero while further opening up the Canadian market to US dairy, poultry and eggs and allowing more Canadian dairy, peanuts and peanut products to cross the border. This deal resulted to the creation of 76 000 auto jobs, increased exports and imports and strengthened our competitiveness in the world economy.

As President of the United States, I will promote free trade with our allies in the Asia-Pacific, Latin America and Europe while reducing the corporate tax rate to 15 % and lowering taxes for all businesses across the country, including manufacturing businesses. That will make it easy for manufacturing business owners and workers  to do business in America and promote free trade at the same time. I chaired the Senate Committee on Small Business and Entrepreneurship, I know what it takes to get us to a strong manufacturing industry and to ensure the continuation of the strong economic growth that America is now living in order to get America to full-employment and to make the American Dream accessible for all Americans. A few days ago, a terrorist organization named New Socialism led a horrible, outrageous and coward attack against Indiana Governor Eric Holcomb that severely wounded him. We need to call this kind of attack like it is : barbarism and terrorism. These terrorists are even more than extremist socialists, they are marxists and marxism is based on the belief that no person has any value as an individual, you’re a member of a class. Marxism always leads to authoritarianism and dictatorship eventually, everywhere in the world that it’s been tried. As a son of Cuban immigrants who came to Florida from Cuba prior to Fidel Castro's rise to power, I know what it is to lose the gift of freedom like so many people in Cuba and around the world did because of communist dictatorship. And New Socialism is attempting to impose fear over hope and wants to destroy the values that we, Americans, cherish, which are free enterprise, capitalism, freedom of speech, freedom of religion, freedom of the press, gender equity and democracy. And we thank the police officers who bravely risked their lives in defense of those values by leading the recent successful raid that arrested 4 major New Socialism leaders in Los Angeles. We will not surrender to fear, we will always stand up and defend those values and that's why I support Senator Merkley's bill to designate New Socialism as exactly like it is : a terrorist organization. Because regardless of our political differences and even though I could face Senator Merkley as the Democratic presidential nominee, we need to work together as Americans to keep America safe and defend our country's values and freedom.

For more than 20 years, Vladimir Putin’s Russia has been challenging us on the world stage and has represented a threat to global peace and freedom. Putin has been heading down the same road that we've seen authoritarian leaders in Russia and the former Soviet Union head down before. In the United Nations, Russia used its veto power to stop us and our allies from protecting our national security interests and from protecting liberty around the world. In 2008, Russia invaded Georgia. In 2014, they invaded Ukraine and supported a pro-Russian insurgency in Eastern Europe, killing thousands of Ukrainians, annexing Crimea, violating Ukraine’s territorial integrity and threatening stability and peace in Eastern Europe. In response to that, we provided military training and material to our allies in the region. In 2019, Russia hacked our country’s infrastructure. In 2021, they captured 2 Japanese Navy vessels and engaged in a territorial dispute with Japan for the control of the Kuril Islands and so President Trump reinforced our navy’s presence there to counter Russia’s aggression and to ensure Japan’s sovereignty on this archipelago as Japan is the first country between the two territorial claimants to have occupied these islands in history. We also increased sanctions against Russia, including against Russia's military-industrial complex in order to further diminish Russia's military power. Throughout the last 20 years, Russia has engaged in an arms race against us as they added 26 MIRVed missiles that carry up to 10 missiles each, EW systems on X-101, X-102 and KH-102 cruise missiles carried by strategic bombers and deployed the Avangard hypersonic nuclear missile in 2020, thus violating the New START Treaty. Time and again, Putin’s regime eliminated free press and oppressed its own people, put people in jail, or worse, sentenced them to death for protesting and speaking out against Putin, including in the last 2 years in the context of civilian protests in Russia mobilized by increasing inflation there and injustices caused by Putin’s tyranny and insanity.

But fortunately, this era of oppression and threat is coming to an end :  in the context of the Russian presidential election, isolationist candidate Sergei Polonsky has massively won the first round with 47 % of the vote over Prime Minister Dmitry Medvedev’s 22 %, which clearly proves that the Russian people is tired of tyranny and fear. As Polonsky won so close to 50 % and as Ksenia Sobchak (who likely came in third place in the first round) is also an opposition activist and also spoke out against the occupation of Crimea, I am convinced that Sobchak’s supporters will bring Polonsky over the top in the 2nd round in 3 weeks, which will finally put and end to 24 years of tyranny, escalation and terror and guarantee strong global peace and stability. That is why, I engage, in the case of Polonsky’s election at the presidency of Russia, to hold a summit to normalize our relations with Moscow in the first 100 days of my presidency. Just like Ronald Reagan and Mikhael Gorbatchev did three decades ago, Sergei Polonsky and I will work to dismantle dangerous Russian nuclear weapons that are representing a threat to global peace, we will work to ratify of the Fissile Material Cut-Off Treaty in order to prohibit the use of fissile material for the purpose of building nuclear weapons, we will be partners for the maintenance of peace, including in the Middle East, in Europe and in the Pacific and we will work together to ensure the respect of human rights around the world. And thanks to such a change in Russia's leadership, Erdogan's Turkey will be deprived of a major partner in terms of trade and military support in the context of Operation Ceasefire, thus helping our local allies to defeat Turkish forces and leading to the recognition of Kurdistan’s independence, freedom and sovereignty. Polonsky and I will be strong partners for the development of decent trade relations between our two countries for the sake of our prosperity and peaceful collaboration.

My friends, in this time in which we defeated ISIS in the Middle East and are about to do the same for Boko Haram in Western Africa, in which North Korea and Iran denuclearized themselves thanks to the leadership of our administration and in which North Korea is transitioning to democracy, we are living times of great opportunity for long term global peace. We can't afford to miss this opportunity and that's why I need your support and your vote. As a member of the Senate Committee on Foreign Relations and as Vice-President of the United States, I have the best foreign policy experience to keep this country safe, to work with our allies and expand our alliances, to normalize our relations with Russia and to efficiently fight to expand and maintain peace through strength around the world and thanks to my experience and leadership, we will guarantee that our children and grandchildren will grow up in a world in which they will know peace, security, stability, freedom and prosperity.

Nuclear power is a proven, zero-emission source of energy, and it is time to commit advancing our use of nuclear power. Currently, nuclear power produces 20% of our power but as of today, our country is losing the nuclear energy export race to China and Russia. Russian and Chinese companies are aggressively pursuing nuclear energy export deals and building more reactors overseas than U.S. firms. This tendency is making us more dependent on foreign energy and that’s why we need to reverse that tendency.

That's why Marco Rubio will lead America to energy independence. He will do so by encouraging the building of new nuclear power plants here in this country with the objective of building 40 new nuclear power plants by 2050 in order to reach to a total number of 100 nuclear power plants on the U.S. soil by the end of the first half of this century with the ultimate goal of building 100 new nuclear power plants. And instead of doing it with taxpayers’ money like the Democrats want to do, he will invest a part of the revenues from oil drilling into the development of renewable energies, including nuclear power, wind, solar, hydro and geothermal energies. Tonight will likely be a turning point in the process of selecting our party’s nominee and the next President of the United States of America. And I can tell you without the shadow of a doubt that there is no candidate more qualified for the job of President and Commander-in-Chief than my friend and fellow Floridian Marco Rubio.

He has the kind of qualification, integrity and leadership that we need in a President. And I’m proud to be endorsing him for the highest office in the world.

You know, I proudly and patriotically served our country as Lieutenant Commander in the United States Navy, fighting terrorism and tyranny along with my comrades in Iraq in defense of democracy, freedom, integrity and security. And our men and women in uniform have the confidence, the loyalty and the respect of President Trump and Vice-President Rubio. That’s why Marco sponsored the VA reform law that empowered the VA secretary to hold managers accountable for incompetence, negligence and corruption and to care more about veterans than bureaucrats. A few years, later, he led the effort to pass the VA Accountability and Whistleblower Protection Act in order to protect any whistleblower denouncing any mistreatment and abuse towards our veterans. Under President Trump and Vice-President Rubio, the Veterans Care Financial Protection Act of 2022 has been adopted, making the federal Department of Veterans Affairs work with state and federal agencies to stop con men who are diverting federal aid away from veterans. And throughout his political career, Marco Rubio stood for a principle making sure that our soldiers’ fight for our country’s security and liberty would not be in vain and that’s why he passed these tough sanctions on Hezbollah and he helped President Trump to keep this country safe, to secure our borders, to defeat ISIS and to get the world to the denuclearization of North Korea and Iran, which are accomplishments that have been made possible thanks to a strong and modernized military and to the restoration of American leadership by this great and talented team leading our country. As Governor of Florida, I took strong leadership in protecting this great and beautiful state from climate change challenges by $2.5 billion executive order for water quality and Everglades restoration work. I created a chief science officer position and created an office of coastal protection and resilience. And every time, every time Florida suffered a tragedy, whether it’s a hurricane, a terrorist attack or a shooting, Marco Rubio was there to help.

That is why he worked hard getting Senator Jim Inhofe, former Environment and Public Works Committee Chairman, to commit to authorizing the Central Everglades Planning Project in the water resources bill. And that is why Marco helped secure funds and resources for the for Everglades restoration so we make sure that in the years to come our children and grandchildren can have the same wonderful memories of the Everglades than we earned.

That is why, after this terrible shooting at Pulse Nightclub in Orlando, he introduced and passed the Terror Intelligence Improvement Act that allowed the U.S. attorney general to delay a firearms' purchase for up to three days and filed an emergency court petition if someone previously investigated for terrorism tried to buy a gun. The reason why Omar Mateen was able to buy a gun is because he was no longer under active investigation, and so this bill made sure that if you have been suspected for terror in the last decade, the FBI would be notifying that you’ve gone in to buy a gun and would have the opportunity to stop that sale and to investigate what you’re up to. That is the right solution to keep this country safe while protecting the Second Amendment and your right to defend yourself.

As you know, Florida is among the states mostly hit by the Opioid Crisis : this great state is ranked 13th in the nation in terms of youth affected by this epidemic. Florida medical examiners reported 5,725 opioid-related deaths in 2016, a 35 percent increase from the year before. There were 211 deaths in the Sarasota-Manatee area in 2016 in which oxycodone, hydrocodone, methadone or morphine were present in the person’s body. As a result, Florida, along with Ohio and Illinois, suffered 52.0 per 100 000 drug overdose deaths of the 64,070 overdose deaths in the US in 2016. Under my tenure as Governor, we led multi-pronged efforts to address the state’s opioid abuse crisis, including bringing back the state Office of Drug Control and establishing a statewide task force on opioid abuse. And what concerns me is that all other presidential candidates running in this election cycle want to legalize opioids, which will only make the Opioid Crisis even worse as it will embolden fentanyl traffickers by making it easier for them to orchestrate their drug trafficking activities and by making opioids easily accessible because drug companies pushed for doctors and the government to embrace their drugs and different levels of government loosened access to opioids after lobbying from drug companies. As a result, a lot of people have died : in terms of overdoses, the opioid epidemic is deadlier than any other drug crisis in US history. More than 560,000 people in the US died to drug overdoses between 1999 and 2015 because opioid companies got a hold of a dangerous, addictive product, marketed it irresponsibly, and lobbied for lax rules. Marco Rubio is the only candidate in this race who displayed strong leadership to combat the Opioid Crisis. He successfully co-introduced the Fentanyl Sanctions Act of 2019, a bipartisan anti-opioid measure to impose sanctions against Chinese and other foreign traffickers of fentanyl. He championed provisions to the SUPPORT Act, the single largest legislative package addressing a single drug crisis in history, to help stop payments to middlemen referring patients to illicit sober homes and treatment centers; an amendment to improve the quality of care provided to newborn babies suffering from opioid withdrawal by providing states additional funding to research babies born with Neonatal Abstinence Syndrome; the Hospice Safe Drug Disposal Act to allow hospice providers to safely dispose of unused opioids so they do not end up in the wrong hands; the Sober Home Fraud Detection Act to help states, law enforcement, private insurers and patients identify potentially illicit sober homes to make sure those who need care are able to find reputable legitimate facilities; the SALTS Act that made it easier for law enforcement to prosecute those that sell and distribute synthetic drugs that are substantially similar to other illegal drugs by closing a loophole that enabled wrongdoers to avoid prosecution by simply labeling the deadly drug as “not intended for human consumption”; and the Synthetics Trafficking and Overdose Prevention (STOP) Act, legislation to interdict fentanyl, synthetic opioids, and other narcotics by requiring international shipments through the U.S. Postal Service to provide advance information on where the shipment is coming from, where it is going, and its contents, and to instruct U.S. Postal Service and Customs and Border Protection to develop technology to identify fentanyl and illicit opioids entering the United States by mail. As President, he will do even more about it by reducing demand and over-prescription, including educating Americans about the dangers of opioid misuse; cutting down on the supply of illicit drugs by cracking down on the international and domestic drug supply chains that devastate American communities; and helping those struggling with addiction through evidence-based treatment and recovery support services. And with your help, your support and your vote, he will lead this fight, because our security, the American people's health and our children's future depends on it, because our children’s future is worth fighting for.

In Florida, we promoted tax cuts in order to encourage economic growth, free enterprise and prosperity for all. In 2017, President Trump provided the largest tax cuts in American history and this has been made possible mostly thanks to Marco Rubio’s efforts to double the Child Tax Credit from $1000 to $2000 and as a result, these tax reform policies, America is now living the strong economic growth in our nation’s history with the creation of 7 million new jobs and a drop of the national unemployment rate at its lowest rate since 1969. And as a result, Florida has the 12th lowest unemployment rate among all the 50 states. Marco chaired the Senate Committee on Small Business and Entrepreneurship and took strong leadership in protecting the interests of small businesses for the stake of a strong economy and so he knows that economic growth requires lower taxes, promotion of free enterprise, making America the best place in the world to do business and that is exactly what he will do as President in order to get this country to permanent economic prosperity, to full-employment and guarantee that we will preserve and reinforce America’s status as the land of opportunity so the American Dream can reach all the American people.

As Governor DeSantis said, it has always been my purpose to make sure that our children, including my 4 children, will be better off than the previous generation. The moreover that when I started this campaign, my older son Anthony has graduated from high school and so I want to make sure that my 4 children, and all of our children across this country as well as generations to come, will earn all the opportunities that previous generations could not have earned for themselves. That’s the reason why, as Speaker of the Florida House of Representatives, I led the Florida House in apologizing for the state’s role in slavery. I put together a package expanding mentoring programs for teen boys, and helped create a program modeled on the Harlem Children's Zone in Miami. That’s why I published a book titled 100 Innovative Ideas for Florida's Future, 24 of them becoming law such as a multiple-year car registrations, a requirement that high schools provide more vocational courses, and an expanded voucher-like school-choice program, and another 10 were partially enacted. That is why I passed this VA Reform law in 2014, passed tough sanctions on the Hezbollah for the sake of our national security, urged the Obama Administration to sanction Venezuelan human rights violators and passed the Girls Count Act to fight human trafficking. I’m proud to have helped President Trump to pass the largest tax cuts in our country’s history thanks to my efforts to double the Child Tax Credit, which gave us the strongest economy in modern history and brought our unemployment rate to a 50-plus year low record.

I’m proud to have helped President Trump to provide the economic prosperity that our country is living, I’m proud to have helped him to defeat ISIS and to denuclearize North Korea and Iran, which allowed us to make a great step towards global peace.

However, there are still challenges facing this country such as the Opioid Crisis, radical Islamic terrorist threat from West Africa imposed by Boko Haram and a war enflaming the Middle East between our local allies and Erdogan’s Turkey. And to help our allies to prevail in Operation Ceasefire we will establish an embargo on Turkish oil to diminish their economy as because their military, like every modern military, mostly function through oil, which will help our allies to defeat the Turkish troops. We’ll also do it by sanctioning any weaponry supplies to Turkey. As Chairman of the Senate Committee on Small Business and Entrepreneurship, I know what it takes to keep this economy growing this economy and encouraging job creation and that’s why I will cut taxes for all Americans, including the middle class, make America the best business-friendly environment in the world, get America to energy independence by taking advantage of all of our country’s sources of energy (oil, gas, coal, nuclear, solar, wind, geothermal, hydroelectric, etc.), promote school choice and expand free trade so we can boost our manufacturing industry, counter-balance China's trade power, allow American businesses to make direct investments into foreign economies to produce goods at a lower cost in these environments and to make America number one in auto production again in the world.

As a member of the Senate Committee on Foreign Relations and as Vice-President of the United States, I know what it takes to lead and to keep America safe and that’s why we’re going to keep our military strong and modernize it, target Boko Haram terrorists wherever they are through drone airstrikes, take on their oil refineries so we can deprive them of any means to fund their war effort and providing our allies in the region in military training and arsenal. That way, we can do this without needing to send additional ground troops there. And thanks to strong diplomacy and by ratifying the Fissile Material Cut-off Treaty, we’re going to accomplish our world’s path to long-term nuclear security and global peace after we got North Korea and Iran denuclearized. And under my presidency, we’re also going to strengthen America’s status as the leader in space exploration by establishing a manned lunar base by the end of my first term as a propeller to a crewed mission to Mars by 2030. That’s how we’re going to keep America great and even expand its greatness as well as the American Dream and our country’s status as the land of opportunity.

This is a great victory and a great night for our campaign and for America, because right now, I only need 53 more delegates to become the Republican presidential nominee.

Our party is uniting toward our campaign in order to start the work and to start the campaign to win in November, to beat Tammy Duckworth or Jeff Merkley, to keep moving our country forward and secure America's future. Our party is uniting toward our campaign because I am by far the most experienced, tested and prepared presidential candidate to lead this nation. I know how to pursue and accomplish the work started by Donald Trump and me and that requires keeping taxes low, including for the middle class, making America the best place in the world to do business, getting us to energy independence, promoting free trade as well as schoold choice. And thanks to the efforts I've given to double the child tax credit to make the Tax Cuts and Jobs Act pass, these creative tax reform policies provided the strongest economic growth in modern history through the promotion of small government and free enterprise and the Hispanic unemployment rate and the African-American unemployment rate went at their lowest rates ever. The Democrats believe that they will turn Arizona blue in 2024. But I promise you that if I'm the nominee we're going to prove them wrong and we will win that state.

Under the previous administration, our economy experienced its slowest recovery in history due to big government and higher regulations and taxes and to the highest corporate tax rate in the industrialized world (which was 40 %). As a result, it was heading into a recession. But thanks to the election of Donald Trump at the presidency of the United States and to the promotion of small government, tax reform and free enterprise, we turned around the economy and headed it in the right direction. We put forward the Tax Cuts and Jobs Act and I led the effort to promote the amendment doubling the Child Tax Credit from $1000 to $2000. Thanks to those efforts, we passed the Trump tax cuts, which provided the strongest economic growth in our country’s history, created of 7 and a half million new jobs, reduced our unemployment rate at its lowest rate in 50 years and brought the Hispanic unemployment rate as well as the African-American unemployment rate at their lowest rate ever in history. And thanks these tax-cut and free enterprise policies provided both by our administration as well as by Governors Jan Brewer and Doug Ducey, Arizona's economy is booming : more than 500 000 new jobs have been created in Arizona in the last 10 years, Arizona is ranking 4th in the nation in terms of GDP growth (3.57 %) and even outpaced California, Florida and Texas on that level, the Grand Canyon State is ranked 3rd in the U.S. for economic momentum and Arizona's median household incomes have reached a record high of $61,125.

Despite those positive results provided by the Tax Cuts and Jobs Act, both Tammy Duckworth and Jeff Merkley voted against it.

They are both seeking to raise your taxes as well as regulations on businesses and on energy production and increase the size of government, which has repeatedly proven to be the wrong choice for our economy and will only bring us backwards by sending jobs overseas and making this country a harder place to do business.

A growing economy like the one we've got thanks to tax cuts, free market and small government means more job opportunities, bigger paychecks for our people, including, Arizonans, and more investments in the things that matter, like education, child safety and public safety. And thanks to my experience as Chairman of the Senate Committee on Small Business and Entrepreneurship, we will pursue that progress and we will remain focused on creating the best economic environment and ensuring sustainable, responsible growth. I know that America's prosperity requires lower taxes, the promotion of free enterprise, making our country the best place in the world to do business and that's exactly what I will do as President by reducing taxes for all the people, including the middle class, lowering our corporate tax rate from 20 % to 15 %, promoting free trade, by championing school choice, by getting our country to energy independence and by balancing the budget. That's the best way to get our country to full-employment and to long-term economic prosperity.

Here's another reason we're going to win Arizona in November : Arizona has the 6th highest gas prices in the nation, which is $13.69/thousand cu ft (while other toss-up states like Florida have the 2nd highest gas prices, New Hampshire the 5th, Georgia the 9th, etc.). Yet, in their attempt to impose higher taxes and regulations on our country's energy industry, which only make that problem even worse, Senators Duckworth and Merkley believe that we can achieve energy independence without more drilling and without more nuclear power. But Americans know better than that. We must use all resources and develop all technologies necessary to grow our economy and make our country independent from foreign energy. That's why President Trump abolished the War on Coal, championned the development of clean coal technologies and that's why we lifted the ban on crude oil exportation, approved the construction of the Dakota Access Pipeline and Keystone XL pipeline as well as the opening of ANWR to oil drilling, thus allowing our country to make strong progress towards energy independence. Under my presidency, we're going to accomplish that goal by promoting offshore oil drilling, approving the construction of new pipelines to facilitate oil production and transportation, building 40 new nuclear power plants by 2050 in order to reach to a total number of 100 nuclear power plants on the U.S. soil with the ultimate goal of building 100 new nuclear power plants and investing a part of the revenues from oil drilling into the development of renewable energies, including wind, solar, nuclear, hydroelectricy, geothermal and tidal energies. We'll encourage the development and use of flex-fuel, hybrid and electric automobiles. This is an ambitious and responsible plan that will create millions of new jobs and make sure that we will, at the same time, improve our ecological footprint and provide a clean environment.

This plan will also make America number one in the world in terms of nuclear energy production and export, improve American families’ quality of life through even stronger access to electricity and heat and reinforce Arizona's status as a leader in energy production as Arizona is ranked as the third best state in the nation for solar energy production (since the state added 416.6 megawatts of new capacity statewide in 2017, making it the 7th fastest growing solar market in the U.S. for a total of 3,399.5 megawatts). It will also deprive anti-American forces of revenues from our dependence from foreign energy through our imports of energy from countries either opressed by anti-American regimes or in throes of terrorism, revenues that would have otherwise financed their plans of terrorist attacks on us and our allies. So this plan will also keep this country safe against anyone seeking to harm our people.

My friends, all of this explains why we're going to keep Arizona in the Republican column and that requires all of you going to the polls, both in the primary and in the general election and together we will keep Arizona bright red and that way we're going to win this election and we will pursue the progress that is heading America in the right direction and to bright days and that will create jobs and prosperity, defend your constitutional rights, keep America safe and ensure long-term global peace. The Russian people’s desire for change, freedom and justice is clearly materializing. Sergei Polonsky, the isolationist candidate and leader of the For All Party is now leading in the polls for the run-off of the 2024 Russian presidential election with 65 % of the voting intentions.

So I can tell you, my fellow patriots, my fellow Americans, that your fight, our fight to stand up to Vladimir Putin's Russia for the sake of freedom, liberty, democracy and stability as well as the contributions and sacrifices of our men and women in uniform for that cause will not be in vain. In 2008, when Russia invaded Georgia, we condemned Putin's intrusion into Georgia's sovereign territory and even though abstained from direct military action we used military aircraft and naval forces to deliver aid to Georgia to signal our strong support. In 2014, they invaded Ukraine and supported a pro-Russian insurgency in Eastern Ukraine and they annexed Crimea, thus violating Ukraine's territorial integrity and diminishing stability and security in Eastern Europe. In response to that, we provided military training and material to our allies in the region in order to help them to effectively counter Russia's military power and defend their countries. Three years ago, Russia captured 2 Japanese Navy vessels and engaged in a territorial dispute with Japan for the control of the Kuril Islands and so our country reinforced our navy’s presence there to counter Russia’s aggression and to ensure Japan’s sovereignty on this archipelago as Japan is the first country between the two territorial claimants to have occupied these islands in history. We also increased sanctions against Russia, including against Russia's military-industrial complex in order to further diminish Russia's military power. In the last 2 decades, Russia has engaged in an arms race against us as they added 26 MIRVed missiles that carry up to 10 missiles each, EW systems on X-101, X-102 and KH-102 cruise missiles carried by strategic bombers and deployed the Avangard hypersonic nuclear missile in 2020, violating the New START Treaty. In the context of Operation Ceasefire, Russia is also providing Turkey in military training and arsenal. In response to that, we and our allies are doing the same for the Kurds in order to help them to defeat Turkish troops. Putin eliminated free press and is opressing his own people. And increasing inflation as well as the economic effects of sanctions led to a wave of civilian and peaceful protests across Russia saying « enough is enough ».

All of it is about to change and Sergei Polonsky is well on track to win the presidency in Russia, which will restore democracy, freedom and integrity there as well as stability and territorial integrity in Eastern Europe and in the Middle East, thus guaranteeing strong global peace. So in order to ensure the continuation of such strong progress, I engage to hold a summit with Polonsky to normalize our relations in my first 100 days as President of the United States.

We're going to sign the Fissile Material Cut-Off Treaty to prohibit fissile material from being used for the building nuclear weapons, we will work together for the maintenance of peace, including in the Middle East, in Europe and in the Pacific and we will be champions of human rights around the globe. We're going to deprive Turkey will be deprived of a major partner in terms of trade and military support in the context of Operation Ceasefire, which will help our local allies to defeat Turkish forces and lead to the recognition of Kurdistan’s independence and sovereignty. Polonsky and I will be strong partners for the development of decent trade relations between our two countries for the sake of our prosperity and peaceful collaboration. Because peace through strength is the right solution to provide such results and we proved that in the last few years. And thanks to my foreign policy experience, we're going to get there, provide this kind of safe, free and peaceful world to our children and grandchildren, keep our country safe, work with our allies and expand our alliances and efficiently fight to expand and maintain peace through strength around the world and that's how we're going to ensure long-term global peace.

Recently, there are additional Democrats in the Senate who joined Senator Merkley supporting his filibuster to block Brian Sandoval's SCOTUS nomination, calling Governor Sandoval unqualified. Well, if Brian Sandoval was really unqualified, why is it that the people of Nevada elected him twice to be their Governor and both times in landslides (53 % of the vote in 2010 and 70 % in 2014)? Because he is qualified and trustworthy to defend the interests of Nevadans. If managed to do it for Nevada, he can certainly do so for the people of America.

As Attorney General of Nevada, he led the state's legal fight against the storage of nuclear waste at Yucca Mountain, developed Nevada's first Public Integrity Unit and sponsored legislation strengthening Nevada's laws against domestic violence, drug abuse and human trafficking. He was also the chairman and a member of several state boards and commissions, including the Nevada Boards of Pardons, Prisons, Transportation, and Examiners; the Cyber-Crime Task Force; the Committee on Domestic Violence, and the Prosecutorial Advisory Council. As Governor, he fixed Nevada : he signed a package of bill to provide $1.3 billion in tax breaks and subsidies over 20 years for Tesla Motors in exchange for building the massive Gigafactory 1 battery factory in the state, near Reno, to revitalize the economy after the 2008 financial crisis; reformed the state's education system by increasing funding for public schools and grants, by creating incentives to recruit more teachers, by promoting professional training, by appropriating  $10 million for preschool programs and by expanding full-day kindergarten across Nevada. He also managed to diversify Nevada's economy by encouraging the production of solar and geothermal energies.

Governor Sandoval is a constitutional conservative who believes in a free market health care system, is a defender of the Second Amendment and of the life of the unborn. He is one of the best qualified people that could be nominated for SCOTUS, and yet in their attempt to restrict your constitutional rights, to deprive you of your right to own a fireweapon for your self-defense and to allow abortion as well as funds for Planned Parenthood, the Democrats are trying their best to block Sandoval's nomination. But we won't let them do this, because we have 53 seats in the Senate and even if it ends up with a 50-50 deadlock vote, I will, as Vice-President and President of the Senate, cast the 51st needed to approve Sandoval's SCOTUS nomination. And as President, I will nominate constitutional conservatives at the SCOTUS in order to ensure the defense of your constitutional rights and preserve America's status as a land of freedom. New Socialism represents a serious threat to America's freedom and security. But progress has been made in the last few weeks to combat this radical extremist terrorist organization as our brave police officers led a successful operation that arrested several of New Socialism leaders. However, violence against self-identified socialists in the United States has risen over 600% this past week with Senator Bernie Sanders's Burlington post office having to be evacuated after a crudely made bomb was found in the Senator's PO Box. That's why we need to work together, Republicans and Democrats, to face this clear and present danger because if we descend into acts of terror against each other, our enemies win, because our nation will be divided beyond repair for only the second time in our history. So we need to work together to designate New Socialism as a terrorist organization. And I have the best experience and knowledge to keep this country safe, no wonder that I helped President Trump to defeat ISIS, which has been made possible through a strong military and strong American intelligence and homeland security. As you know, Wisconsin is the birthplace of the Republican Party. Our party was born in 1854 in Ripon, Wisconsin. Meeting at a school house in Ripon on February 28, 1854, some 30 opponents of the Kansas-Nebraska Act called for the organization of a new political party to link their cause with the Declaration of Independence. The group also took a leading role in the creation of the Republican Party in many northern states during the summer of 1854. While conservatives and many moderates were content merely to call for the restoration of the Missouri Compromise or a prohibition of slavery extension, the group insisted that no further political compromise with slavery was possible. The February 1854 meeting was the first political meeting of the group that would become the Republican Party.

We will promote and defend all the values that made America great and prosperous and got us to the prosperity and the strong security our country is now : free market, free enterprise, fiscal conservatism, tax reform, small government and energy independence. We will promote all the policies that made America safe : strong military, strong alliances, strong diplomacy and strong American leadership. By defending those values, we’re going to win in November.

This campaign is about opportunity. Just like we did in Wisconsin, Marco Rubio is not afraid to challenge the status quo and to stand up against the big government special interests. That’s what he and Donald Trump did and got America to where we are today : the strongest economic growth in modern history, secured borders and an America safer than ever before thanks to the restoration of American leadership and a strong military.

The Democrats want you to believe that this election is about change vs more of the same. But that is totally a false choice. The choice is rather between good change and bad change. Because change is not a destination just like hope is not a strategy. Marco Rubio will bring the change that will create jobs and prosperity. He’ll lower taxes, including for the middle class, so our economy can grow and so our country preserves and reinforces its status as the best business-friendly environment in the world. He’ll expand free trade with our allies around the world so we can make America the most competitive nation in the world economy, counter-balance China's trade power, allow American businesses to make direct investments into foreign economies to produce goods at a lower cost in these environments and make America number one in auto production again. He will finally lead our country to energy independence so we can become free from foreign oil and he will do so by taking advantage of all of America’s sources of energy, encouraging oil drilling and production, invest a part of the revenues from oil drilling into the development of renewable energies so we can produce more solar, wind, geothermal, hydroelectric energies which will also be done through tax credits. His energy plan will make us number one in nuclear energy production and export by building 40 new nuclear power plants by 2050.

Marco Rubio will bring the change that will increasingly require less ground troops to combat terrorism. To face the threat represented by Boko Haram, he will provide military training and material support to our allies in Western Africa so they will have the necessary tools to defeat terrorism and under his leadership our country will lead drone airstrikes against Boko Haram key targets, including their controlled oil refineries in order to deprive them of any means to boost their war effort and their plans for terrorist attacks. As a result, it will reduce the need for additional ground troops there and it will cost our country less as drones are significantly cheaper to purchase, fuel, and maintain than regular airplanes. As President of the United States, Marco Rubio will bring the change that will give us long term global peace : Russia is on track to elect a pro-American President and so it will make it possible for both countries to have better relations and that’s what Marco Rubio will do if Sergei Polonsky is elected so we can finally restore stability, peace and territorial integrity in Eastern Europe and the Middle East and eliminate any risk of nuclear war and ensure the expansion of human rights, freedom and peace in the globe.

That is the kind of change that will provide growth, jobs, prosperity as well as long-term global peace and security, not what our political opponents want to do, which is to tax us more, increase the size of government, make us more dependent on foreign energy, increase tariffs, send jobs overseas, retreat from our duty to keep America safe. We need Marco Rubio to save our economy and our national security and he has the best experience to do so. Martha McSally : Hello Arizona! I’m proud to be representing to the U.S. Senate the state that will make Marco Rubio our party’s nominee for President of the United States.

I’m proud of it just like I’m proud to have served our country in the U.S. Air Force for 26 years, a period in which I became the first female U.S. fighter pilot to fly in combat and the first woman to command a fighter squadron. Along with my comrades in the U.S. Air Force, I fought to defend America’s freedom during Operation Southern Watch and Operation Allied Force. After we our country suffered the worst terrorist attack in our history on 9/11, we fought together, we fought together, regardless of our differences, to counter the threat represented by radical Islamic terrorism and it was with love for my country and its values that I participated to Operation Enduring Freedom that liberated Afghanistan from the Taliban and from Al Qaeda and eventually led to the elimination of Osama Bin Laden, the perpetrator of 9/11.

You know, 23 years ago, I led the successful lawsuit against the Department of Defense, which was McSally v. Rumsfeld, challenging the military policy that required U.S. and U.K. servicewomen stationed in Saudi Arabia to wear the body-covering abaya when traveling off base in the country. I was represented by the Rutherford Institute in this lawsuit. I’ve been fighting for a change in the policy for 7 years and had filed the lawsuit after I’ve been threatened with a court martial if I didn’t comply and wear the abaya. My suit alleged the regulations required me to send the message that I believed women were subservient to men. In response to the kind of discrimination I called out and fought against, the U.S. Congress passed legislation prohibiting anyone in the military from requiring or encouraging servicewomen to put on abayas in Saudi Arabia or to use taxpayers' money to buy them. Throughout his life and political career, Marco Rubio has displayed his admiration and respect towards our men and women in uniform as well as to their patriotic and courageous service to our Republic, including my fellow Arizonan and fellow combat veteran John McCain. And that’s why he sponsored the VA reform law that empowered the VA secretary to hold managers accountable for incompetence, negligence and corruption and to care more about veterans than bureaucrats. He put forward the legislation to pass the VA Accountability and Whistleblower Protection Act in order to protect any whistleblower denouncing any mistreatment and abuse towards our veterans. Under President Trump and Vice-President Rubio, the Veterans Care Financial Protection Act of 2022 has been adopted, making the federal Department of Veterans Affairs work with state and federal agencies to stop con men who are diverting federal aid away from veterans. Throughout his career, Marco Rubio fought to make sure that our troops’ service would be honored for ever and would not be in vain and that’s why he advocated policies keeping our military as well as American leadership strong. He did so by passing tough sanctions on Hezbollah and by helping President Trump to keep this country safe, to secure our borders, to defeat ISIS and to get the world to the denuclearization of North Korea and Iran. As a principled patriot and defender of freedom, I’ve always trusted his foreign policy judgement and that’s why I helped him to co-sponsor the Hong Kong Human Rights and Democracy Act of 2019 and both Democrats and Republicans unanimously came together to condemn China’s oppression on Hong Kong. We need Marco Rubio now more than ever so we can finally defeat terrorism, ensure steady and long-term global peace and ensure the permanency of America’s security and that’s why I’m calling on you to go to the polls tonight, to make him our presidential nominee and the next President of the United States of America.

No wonder that I signed the Taxpayer Protection Pledge. As Governor, I signed legislations to prohibit local ordinances on disposable containers and to prohibit local governments from taxing disposable bags. And with the election of Donald Trump at the presidency of the United States, we have been able to do more : under his leadership, we passed the largest tax cuts in American history and Marco Rubio helped him passing this tax reform legislation by leading the effort to double the Child Tax Credit. As a result, our country got the strongest economic growth in modern history through the creation of more than 7 million jobs and a reduction of the unemployment rate below 4 %, bringing us at our lowest unemployment rate in 5 decades. Thanks to these policies, over 500 000 new jobs have been created in Arizona in the last decade, this state is now 4th in the nation in terms of GDP growth (3.57 %), is ranked 3rd in the U.S. for economic momentum and Arizona's median household incomes have reached a record high of $61,125.

Now, our political opponents Jeff Merkley and Tammy Duckworth opposed those tax reform bills and want to undo all this progress through higher taxes on you, on the middle class, on businesses, which will cost you money, cost your jobs and make us more dependent on foreign energy.

They simply don’t understand the economy and they will bring our country backwards. There is only one candidate in this race who can be trusted to grow the economy and spent his entire life defending the American Dream and this candidate is Marco Rubio.

His parents came to this country from Cuba with no fluency in English and with no money but thanks to the hard work of a bartender and housekeeper, their kids, including Marco, managed to earn the opportunities that generations preceding them could not have earned for themselves. In the U.S. Senate, he cosponsored the AGREE Act that increased tax credits and exemptions for companies investing in R & D, equipment and other capital and gave tax credits for veterans opening a business franchise. He cosponsored the Regulation Costs to Small Businesses Act, which required the Small Business Administration to conduct an annual study to estimate the total cost of regulations on small businesses. He successfully fought to double the child tax credit and he served as Chairman of the Senate Committee on Small Business and Entrepreneurship and defended the interests of small businesses by passing legislation creating a favorable environment to small businesses because small businesses create 70 % of the jobs in America. And as Vice-President, he helped President Trump to pursue the economic growth that our country is living and with his election at the presidency of the United States, the best is yet to come.

Now is our chance to get this country to full employment, to energy independence and to strong competition in the world economy. We’re going to get this country to energy independence by encouraging more oil drilling, production and transportation and invest a part of revenues from oil drilling in the development of renewable energies so we can produce more solar, nuclear, wind, geothermal and hydroelectric energies and thanks to my plan to get our country to a total of 100 nuclear power plants in the next quarter-century we’ll become number one in nuclear energy production and export.

That way we’ll be free from foreign energy, including energy from anti-American forces seeking to do harm to our people (including Turkey and Boko Haram). We’re going to expand free trade in order to make our country the most competitive nation in the world economy thanks to lower tariffs, to make our manufacturing industry even stronger, to allow U.S. businesses to make direct investments into foreign economies to produce goods at a lower cost in these environments and make America number one in auto production again.

We’re going to develop new infrastructures in this country by lowering the federal gasoline tax rate by 80 %; vetoing any gas-tax increase; giving back the control of the highways to the states; preventing Washington special interests  from building “Bridges to Nowhere” and engaging in other wasteful spending; freeing states from the strings that come attached to federal funding; removing barriers to public-private partnerships; abolishing the Davis-Bacon Act that inflates government costs by billions annually and is a giveaway of taxpayer dollars to labor unions and phasing out the Mass Transit Account, which loots the Highway Trust Fund. That will also be done through an investment of a part of future budget surpluses into infrastructure development. That way we will further facilitate economic activities across this country and encourage the implementation of new businesses here in America, thus favoring further job creation.

We’re going to ensure strong and long term global peace which will be made possible with Sergei Polonsky’s election at the presidency of Russia and so we’re going to normalize our relations with Russia under a Polonsky presidency so we can have better relations between our 2 countries and be strong partners for the expansion of human rights, freedom and security around the world. Our plan to defeat terrorism will increasingly require less troops on the ground thanks to the provision of military training and arsenal to our Western African allies to make them fully prepared to defend their countries against Boko Haram and also thanks to air drone strikes against Boko Haram key targets and on their controlled oil refineries in order to deprive them of any revenues to fund their terrorist activities and their plans to attack us and our allies. That will finally lead us to victory against radical Islamic terrorism.

Marco Rubio : Thank you Santa Clarita! I'm here to introduce to you a fighter and the next U.S. Representative from California's 25th congressional district Keith Mashburn.

There clearly isn't better man to represent the values shared by the people of that district than Keith Mashburn. He and his wife operated 3 successful and prosperous retail businesses : Awards Specialties, Java Island and Mashburn Kawasaki. As Mayor of Simi Valley, he made this city an advocate for business, cut taxes and created a Mayors Council on Economic Development to provide an opportunity for stakeholders to meet regularly discussing strategies assisting all businesses to overcome compliance issues, to keep existing businesses in Simi Valley and bring new ones there, which brought prosperity to this city and reduced the city's unemployment rate from below 3 % thanks to the promotion of small government, ingenuity and free enterprise. Keith has also provided courageous and hardworking service to California as a firefighter in the Ventura County Fire Department that has so many times fought wildfires in California. You know, it is also emotional for me to have governed the city of Simi Valley, host to the presidential library and museum dedicated to the memory, record and leadership of another great American and great leader : Ronald Reagan. This is also the city where he is resting. His spirit of optimism, decency and wisdom are in our hearts and will always define our party and our country. One of the things that made Ronald Reagan a great President is that he believed in America and got this country to believe in itself and in its greatness again during a time of crisis and afterwards. After our country suffered a recession caused by big government and high taxes as well as by an oil crisis, Ronald Reagan helped fixing the economy by cutting taxes and the size of government, which drastically reduced our unemployment rate and our inflation, strengthened our GDP and created 16 million jobs. After the Soviet Union was beating us in terms of nuclear weaponry and was invading Afghanistan while our ambassadors in Iran were held hostage, Ronald Reagan rebuilt our military which kept America safe and free and led us to victory against the Soviet Union in the Cold War. President Trump and Vice-President Rubio followed those principles defended by Ronald Reagan in order to fix America after 8 years of economic sluggish caused by big government, high taxation and energy dependence and of insecurity caused by cuts in the military and withdrawal by the previous administration. Just like Ronald Reagan, President Trump and Vice-President Rubio provided the largest tax cuts in history, which gave us the lowest unemployment rate in the last 50 years and the creation of more than 7 and a half million new jobs. Just like Ronald Reagan did through his defense build-up and tough diplomacy, they rebuilt and modernized our military and restored American leadership, which defeated ISIS (that orchestrated the 2015 terrorist attack in San Bernardino, California), got the world to the denuclearization of North Korea and Iran and is now about to lead us to a Russia friendly towards America, freedom and democracy thanks to the election of pro-American President like Sergei Polonski and will lead America to strong global peace. The Democrats keep claiming that the tax cuts passed in the last 8 years favored only riches and crushed the middle-class. They are wrong.

The Tax Cuts and Jobs Act are working for all Americans, including the middle-class. Thanks to those tax-cuts and pro-growth policies, a family of four with annual income of $73,000 (median family income) saw a tax cut of more than $2,058, a 58 percent reduction in federal taxes. A single parent with one child with annual income of $41 000 saw a tax cut of $1,304, a 73 percent reduction in federal taxes. In addition, 91 % of taxpayers with annual income between $64,000 and $108,000 earned an average federal tax cut of $1400 in 2018 according to the left of center Institute for Taxation and Economic Policy. Similarly, 90 % of taxpayers with annual income of between $40,000 and $64,000 got an average federal tax cut of $810, while 87 percent of taxpayers with annual income between $108,000 and $232,000 saw an average federal tax cut of $2,710. The Tax Cuts and Jobs Act doubled the standard deduction for an individual from $6,000 to $12,000 and for a family from $12,000 to $24,000. 105 million Americans took the standard deduction in 2015 according to the IRS statistics of income (SOI) database. The TCJA doubled the child tax credit from $1,000 to $2,000 per child, benefiting 22 million families that took the Credit. The TCJA raised the threshold of the Alternative Minimum Tax so fewer taxpayers are forced to comply with the provision. More than 4,464,430 families and individuals paid the Alternative Minimum Tax in 2015. When it comes to married small business owners with income of $100 000 per year, with $60,000 from wages, $25,000 in compensation from their non-corporate business, and $15,000 of business income, they enjoyed a tax relief of more than $2,600. Their tax bill has been reduced from what they would pay next year, around $10,982.50, to paying around $8,379 instead—a reduction of $2,603.50. This represents a reduction in their tax bill of nearly 24 percent. So it also helps small businesses across this country to increase their competitiveness as well as their ability to produce, to sell, to hire and to create jobs and we know that 7 out of 10 jobs are created by small business. As a result, you can clearly realize that the tax cuts that were passed throughout the last few years benefited the middle-class.

Despite those positive results for the middle-class and the improvement of their economic situation thanks to the TCJA, Tammy Duckworth and her colleagues in the Senate voted against it.

We understand that a strong economy requires a strong middle-class and that is exactly the reason why we worked hard to reduce their fiscal burden and made America the best place in the world to do business. And that is why, under my presidency, we’re going to pass a middle-class tax cut that will reduce the middle-class taxes from 22 % to 15 % in addition of indexing capital gains for inflation and creating a tax-preferred savings vehicle. That way, we’re going to give the middle-class as well as all Americans a fair chance to prosper, to appreciate the American Dream and to succeed. But Marco Rubio values the courage and patriotism of our soldiers. In the Senate, he cosponsored the AGREE Act, a bill that increased tax credits and exemptions for companies investing in R & D, equipment and other capital, gave tax credits for veterans opening a business franchise.

You know, it is emotional for me to be back here in the Keystone State where I studied at the University of Pennsylvania in Philadelphia and the state that put me over the top in the 2016 election for a big win, which led America to where we are today and helped us making America great again.

And now this is the state where for the first time in that campaign I am stumping for a great American, my friend and the next President of the United States Marco Rubio.

Now, the Democrats, including Barack Obama, have recently claimed that they are going to orchestrate a landslide win. Well, we’re going to prove them wrong, because let me tell you this : it’s not 2008 anymore.

Unlike 2008, a time in which our country was facing its worst financial crisis since the Great Depression and was fighting 2 wars, this year in 2024 we are now knowing America’s strongest economic growth in modern history thanks to the promotion of tax reform, free enterprise and small government and we defeated ISIS and made strong progress in restoring stability and peace in Iraq, Syria and Afghanistan.

Recently, my predecessor as well as Tammy Duckworth have claimed that our country’s economy is weakened.

They couldn’t be more disconnected from reality than this. Obama’s big government policies that raised taxes, made us more dependent on foreign energy and shipped jobs overseas, has gave our country the slowest economic recovery in history and the more it was slowing the more it was heading towards a recession. And by the way, our political opponents keep claiming that they are the champions of American manufacturing workers. But their job-killing tax-hike policies have been proven throughout history to be devastating for our manufacturing industry. In Bill Clinton’s final 3 years in office, more than 430,000 manufacturing jobs were lost. During the 8 years of the Obama administration, America lost 300 000 manufacturing jobs, including 45 000 here in Pennsylvania and 37 000 in the neighboring state of Ohio. But everything has changed when I’ve been elected to the presidency : we passed the largest tax cuts in the history of America, which has been made possible thanks to Marco Rubio’s efforts to double the Child Tax Credit from $1000 to $2000, and as a result the economy is booming. Because we lowered the size of government, cut taxes and made America the best place in the world to do business, we helped create seven and a half million new jobs and brought our unemployment rate at its lowest rate in more than 50 years.

We made strong progress to lead America to energy independence by abolishing the Democrats’ War on Coal and promoting the development of clean coal technologies, by approving the construction of the Keystone XL pipeline and the Dakota Access pipeline (facilitating oil production and transportation), doubling permits on public lands.

Thanks to the successful renegotiation of NAFTA and to the ratification of the USMCA, we boosted auto manufacturing by requiring 75% of a vehicle's parts to be made in one of the 3 signatory countries in order to remain free from tariffs, by strengthening labor laws, by keeping tariffs at zero while further opening up the Canadian market to US dairy, poultry and eggs and allowing more Canadian dairy, peanuts and peanut products to cross the border. We added 76 000 auto jobs in the last 5 years, increased exports and imports and strengthened our competitiveness in the world economy and helped adding 500 000 in the manufacturing sector, including 13 000 here in the great state of Pennsylvania, 25 000 in Ohio, 18 000 in Michigan and 11 000 in Wisconsin.

Pennsylvania is a state open for business. This state is home to 50 Fortune 500 companies such as  U.S. Steel, PPG Industries, H.J. Heinz, GE Transportation Systems (all of them headquartered here in Pittsburgh) and Hershey Company. Pennsylvania’s pro-business environment is a great example of the fact that the right solution to our economic challenges and to get the economy growing is to make America the best place in the world to do business. But that is not Tammy Duckworth’s agenda. No wonder that she voted against the Tax Cuts and Jobs Act and she wants to increase taxes, raise the size of government, impose regulations that will make our country more dependent on foreign energy, which will make this country a harder place to do business, ship jobs overseas and move this country backwards.

But on the other hand, there is no more qualified presidential candidate to handle our country’s economic challenges than Marco Rubio, believe me. In the Senate, he cosponsored the AGREE Act that increased tax credits and exemptions for companies investing in R & D, equipment and other capital and gave tax credits for veterans opening a business franchise. He cosponsored the Regulation Costs to Small Businesses Act, which required the Small Business Administration to conduct an annual study to estimate the total cost of regulations on small businesses. And like I said earlier, he helped pass the Tax Cuts and Jobs Act by leading the effort to double the Child Tax Credit, thus giving us strong economic growth and leading us to the prosperity our country is now living. And he chaired the Senate Committee on Small Business and Entrepreneurship, fighting to protect the interests of small businesses and hardworking Americans by passing legislation and action making America the best business-friendly environment in the world. He knows what it takes to get and keep small businesses working to hire people and what it takes to encourage job creation and grow the economy. And that’s what he will do as President by lowering taxes so our economy can grow, adopting a middle-class tax cut, reducing spending to bring our deficit under control. His energy plan will make America energy independence by taking advantage of oil, gas, coal, nuclear, wind, solar and hydroelectricity and by promoting the construction of a pipeline from Alaska to Texas through Canada. Under a Rubio Administration, a part of the revenues from oil drilling will be invested into the development of renewable energies, so we can favor both economic growth and a clean environment. Marco Rubio will make us number one in nuclear energy production and exportation through the construction of 40 new nuclear power plants in this country by 2050 in order to reach to a total number of 100 nuclear power plants on the U.S. soil by the end of the first half of this century with the ultimate goal of building 100 new nuclear power plants, which will be done through tax credits for advanced nuclear projects and subsidies for building new nuclear power plants. On infrastructure, he will reduce the federal gasoline tax rate by 80 %; veto any gas-tax increase; turn back control of the highways to the states; stop special interests in Washington from building “Bridges to Nowhere” and engaging in other wasteful spending; free states from the strings that come attached to federal funding; remove barriers to public-private partnerships; repeal the Davis-Bacon Act that inflates government costs by billions every year and is a giveaway of taxpayer dollars to labor unions and phasing out the Mass Transit Account, which loots the Highway Trust Fund. We will use a part of future budget surpluses into the development of infrastructures, which will favor the implementation of new businesses in America, thus favoring further job creation and prosperity. His economic agenda will keep America great.

For too long, our brave men and women in uniform have been neglected and left behind and on their own because of the corruption of bureaucrats in Washington. From World War II to the War on Terror, through the Korean War, the Vietnam War and the Gulf War, our veterans, including myself, sacrificed and risked their lives for the defense of our freedom, democracy and security. They deserve better than the fate that those corrupt managers left them. But under Tammy Duckworth’s watch as Director of the Illinois Department of Veterans Affairs, many of our courageous military veterans were abused. A whistleblower had the courage to tell the truth and confirmed that an unchecked criminal was allowed to care for a veteran. A few whistleblowers came forward to tell the truth that an unchecked criminal was allowed to care for a veteran. But when whistleblowers came forward, Duckworth threatened and fired them, covering up the abuse. Among those whistleblowers, one of them named Denise Goins has been told by Duckworth, quote, « keep your mouth shut and you won’t be fired ».

And because of these abuses, six veterans died trying to gain admission to the Anna Veterans Home. That’s why Duckworth has been called to court. But our Vice-President, our nominee and our next President Marco Rubio understands the concerns and needs of our veterans. His brother Mario, who served in Vietnam, represents a model to him in life, a model of courage, service and honor. Marco has a clear and decent record when it comes to taking care of our veterans. He sponsored the 2014 VA reform law by introducing a measure empowering the VA secretary to hold managers accountable for incompetence, negligence and corruption and to care more about veterans than bureaucrats. He co-sponsored the Supporting Veterans in STEM Careers Act that helped veterans re-entering the workforce get jobs in STEM-related fields by requiring the Office of Science and Technology Policy to coordinate programs to train and transition military veterans for jobs in science, technology, engineering and math. Under our administration, the Veterans Care Financial Protection Act of 2022 has been adopted after the withdrawal of our troops from Syria and Iraq in 2021, making the federal Department of Veterans Affairs work with state and federal agencies to stop con men who are diverting federal aid away from veterans. As President, Marco Rubio will invest a part of budget surpluses in the development of new social security and job training programs for our veterans to make sure they will earn the best post-military service they can ever imagine. That is the way to honor their patriotic and courageous service to our country.

Because of the previous administration’s deep cuts in the military and its choice of peace through vulnerability instead of peace through strength, ISIS surged in the Middle East, we suffered 3 terrorist attacks (one in Garland, TX, in San Bernardino, CA, and Orlando, FL) and our allies suffered major attacks by ISIS in Paris, Brussels and Nice. Because of Obama’s nuclear deal with Iran, that Tammy Duckworth supported in the House of Representatives, the world was closer to a nuclear Iran and hundreds of billions of dollars fell in the hands of a country that was, at that time, the world’s largest sponsor of terrorism. But fortunately, when I came to power, we changed that tendency by restoring American leadership. We increased defense budget and modernized our military, thus giving our troops all the necessary tools to stop terror and keep this country safe. We stood up with our allies and stayed on offense against terrorism at home and abroad. As a result, we defeated ISIS in the Middle East and eliminated its leader Abu Bakr al-Baghdadi.

We abolished the Iran nuclear deal to deprive global terror of war effort from Iran’s past state-sponsored terrorism. And now, with the election of a pro-American president like Arsham Parsi in Iran in 2021, the world witnessed the denuclearization of Iran. And in that context, Marco Rubio became the first Vice-President in office to visit Iran since the Iranian Revolution and he and Arsham Parsi discussed issues in which they managed to reach agreements thanks to Parsi’s friendliness to our country. It was in the aftermath of that visit, a few weeks later, that Parsi announced, during a Joint Session of Congress that Iran going to proceed towards their denuclearization, to stop sponsoring global terrorism and that our relations with Tehran were going to be normalized. And that’s exactly what happened, getting us to stronger nuclear security, stronger stability in the Middle East and to stronger global peace. And under our administration, we also got the world to the denuclearization of North Korea, thus bringing the world closer to global peace and eliminating any risk of nuclear war. And our borders are now secured. Thanks to such strong and steady leadership, our country is now safer than ever before.

After more than 20 years of oppression, arms race against us, veto power against us and our allies in the UN, murder (referring to Russian opposition activists sentenced to death and to the poisoning of Sergei Skripal in 2018) and invasion of other countries (referring to the 2008 Russian invasion of Georgia, to the invasion of Ukraine and the annexation of Crimea in 2014, to the coup d’état prepared by Russian agents in Montenegro on the day of the 2016 Montenegrin parliamentary election and to the Russian violation of Japanese sovereignty on the Kuril Islands in 2021) by Vladimir Putin, the Russian people has chosen change by electing Sergei Polonsky in the recent Russian presidential election, which are good news for freedom, integrity, democracy, justice and prosperity and reinforce global peace. It also means the imminence of the restoration of stability and territorial integrity  in Eastern Europe and in the Middle East.

Despite this great potential, Tammy Duckworth and her Democratic colleagues in both houses of Congress spent the entire last winter (more precisely January-February 2024) launching an impeachment inquiry against me because of Polonsky’s political leaning.

Their attitude proves that they are more worried about partisan politics than about an adversary’s use of power against our country and our people.

Unlike Tammy Duckworth’s weak foreign policy agenda that will impose deep cuts in the military and make America an easier target for terrorists, Marco Rubio will keep our country safe by keeping our military strong and modernizing it. He will keep our country on offense on terror, provide our Western African allies in military training and arsenal in order to defeat Boko Haram. As President and Commander-in-Chief, he will, in order to accomplish our planet’s path to a peaceful and nuclear-free world, work with our allies to ratify the proposed Fissile Material Cut-off Treaty to prohibit the use of fissile material for the building of nuclear weapons. In a time of restoration of freedom, democracy and integrity in Russia through the election of a pro-American President, Marco Rubio hold a summit to normalize our relations with Moscow in the first 100 days of his presidency. He and Polonsky will work to dismantle dangerous Russian nuclear weapons that are representing a threat to global peace. They will be strong partners for the maintenance of peace and human rights around the world. And thanks to such a change in Russia's leadership, Erdogan's Turkey will be deprived of a major partner in terms of trade and military support in the context of Operation Ceasefire, thus helping our local allies to defeat Turkish forces and leading to the recognition of Kurdistan’s independence.

As a member of the Senate Committee on Foreign Relations and as Vice-President, Marco has the best foreign policy experience to keep us safe and ensure long-term global peace through a strong military and American leadership. We can trust him and we will be safe in his hands, our children will be safe in his hands and our country will be safe in the hands of Marco Rubio. No doubt.

He also has a great project to strengthen America’s status as the leader in space exploration. As President of the United States, he will make the establishment of Lunar Gateway his top priority in terms of space exploration, which will give us a springboard to a crewed mission to Mars and guarantee that the accomplishment of our objective to send astronauts to Mars by 2030 will be fulfilled and that the United States will be the first country to make that accomplishment that will make history.

That's why we need all of you to mobilize, fight for your future and together we will keep Pennsylvania and win across this country by expanding our majorities in Congress and electing a talented and great leader like Marco Rubio. Thanks to his experience and agenda, he will get America to full-employment, permanent economic prosperity, get us to long-term global peace and national security, protect the Constitution and expand America's greatness and status as the land of opportunity.

He blasted Tammy Duckworth as well as his Democratic opponent for the special election in NE-02 for their vote against the Keystone XL pipeline and their support for higher taxes and Obamacare and called on voters NE-02 to mobilize to fight for their future by electing Pahls in the House of Representatives and Marco Rubio at the White House in November in order to get America to full-employment through the promotion of free enterprise, tax reform, small government, energy independence by taking advantage of all sources of energy and the promotion of free trade.
